Permasalahan yang dibahas dalam penulisan ini adalah apakah pengeluaran pemerintah sektor pendidikan dan kesehatan secara parsial dan bersama-sama (simultan) berpengaruh terhadap Indeks Pembangunan Manusia Provinsi Sumatera Selatan?
Tujuan penulisan ini adalah untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan dan kesehatan secara parsial dan bersama-sama (simultan) berpengaruh terhadap Indeks Pembangunan Manusia Provinsi Sumatera Selatan.
Pendekatan yang digunakan dalam penelitian ini menggunakan pendekatan kuantitatif yaitu pendekatan penelitian yang menggunakan data dari variabel-variabel yang diteliti dan kemudian dihitung dengan menggunakan metode statistik yang tersedia. Pengolahan data yang digunakan untuk menganalisis seluruh analisis dalam penelitian ini menggunakan program Eviews 4.
Berdasarkan hasil penelitian dan pembahasan dapat ditarik simpulan bahwa pengeluaran pemerintah sektor pendidikan berpengaruh positif dan signifikan terhadap Indeks Pembangunan Manusia di Provinsi Sumatera Selatan sebesar 3,19E-12 pada 2 tahun berikutnya dengan asumsi variabel lain tetap. Pengeluaran pemerintah sektor kesehatan berpengaruh positif dan tidak signifikan terhadap Indeks Pembangunan Manusia di Provinsi Sumatera Selatan sebesar 1,66E-12 pada 2 tahun berikutnya dengan asumsi variabel lain tetap. Pengeluaran pemerintah sektor pendidikan dan pengeluaran pemerintah sektor kesehatan secara bersama-sama berpengaruh terhadap variabel Indeks Pembangunan Manusia (IPM), yang dapat dilihat dari nilai f-Statistik sebesar 9,553785 ternyata lebih besar dibandingkan nilai f-tabel pada signifikasi 5% yaitu 3,09.

ABSTRAC 

The problems discussed in this paper is whether government spending education and health sectors partially and jointly (simultaneously) influence on the Human Development Index of South Sumatra Province?. The objective is to analyze the effect of government spending in education and health sectors partial and together (simultaneously) influence on the Human Development Index of South Sumatra Province.
The approach used in this study using a quantitative approach research approach that uses the data of the variables studied and then calculated using statistical methods available. Processing of the data used to analyze the entire analysis in this study using a program Eviews 4.Based on the results of research and discussion can be drawn the conclusion that the education sector, government spending and significant positive effect on the Human Development Index in the province of South Sumatra for 3,19E-12 in the next two years, assuming other variables remain.
Government spending health sector and not significant positive effect on the Human Development Index in the province of South Sumatra for 1,66E-12 in the next two years, assuming other variables remain. The education sector, government spending and government expenditure in the health sector together affect the variable Human Development Index (HDI), which can be seen from the value of 9.553785 f-statistics turned out to be greater than the value of the f-table at the 5% significance, namely 3, 09.
