Proses Pelaksanaan Pemilihan Gubernur Lampung Pada Tahun 2014 banyak mengalami kontroversi dengan proses yang begitu rumit akhirnya menghasilkan pemimpin yang terpilih, proses yang begitu panjang terlahirlah putusan DKPP yang berhubungan dengan pemilihan Gubernur Lampung tahun 2014. Putusan DKPP menghasilkan dinyatakan bersalah dan diberhentikanya Badan Pengawas Pemilu Provinsi Lampung.
	Tujuan penelitian ini adalah mengetahui dan menganalisis kekuatan putusan DKPP dalam kaitnya dengan pemilihan Gubernur Lampung tahun 2014. Dalam membahas penelitian ini penulis menggunakan teori dan konsep ; teori peraturan perundang-undangan, konsep lembaga Negara, konsep lembaga Negara independen menggunakan metode penelitian yuridis normatif,yaitu memperoleh data sekunder yang didapat dari studi kepustakaan,buku-buku dan peraturan perundang-undangan. Hasil penelitian dan pembahasan menunjukan bahwa banyak terjadi pelanggaran di dalam pelaksanaan pemilihan Gubernur Lampung 2014 yang mengakibatkan diberhentikanya anggota Badan Pengawas Pemilu Provinsi Lampung karena terbukti melanggar kode etik. Kekuatan putusan Dewan Kehormatan Penyelenggara Pemilu final dan mengikat memberi pelajaran kepada penyelenggara pemilu Provinsi Lampung.
	Penyelenggara Pemilu sebaiknya lebih netral,kredibel dan berdidekasi tinggi dalam menyelenggarakan pesta demokrasi terutama pemilihan kepala daerah. Kekuatan putusan DKPP yang bersifat final dan mengikat sangat membantu sebagai acuan untuk para penyelenggara pemilu melaksanakan tugasnya lebih baik. 

Kata Kunci : Kekuatan Putusan, Dewan Kehormatan Penyelenggara Pemilu, Pelanggaran Pemilu. 

ABSTRACT

The implementation process of the election of Governor of Lampung in 2014 was still a lot of controversy with the process so complicated that ultimately resulted elected leaders, after the long process, sprang DKPP decision relating to election of the Governor of Lampung in 2014. The verdict of DKPP generate convicted and fired Lampung Provincial Election Supervisory Board The purpose of this research was to determine and analyze the strength of the hook with the decision DKPP Lampung gubernatorial election in 2014. In this study the authors discussed the use of theory and concepts; theory of legislation, the concept of the State institutions, the concept of an independent State institution using normative juridical research method, i.e. obtaining secondary data obtained from the study of literature, books and legislation.
	Results of research and discussion shows that many violations in the elections in 2014 that resulted in the governor of Lampung in 2014 resulted in the termination of the Election Supervisory Board members Lampung province because it violates the code of ethics. Strength Honor Council Election decision final and binding give lessons to the election organizer Lampung Province.
General Election should be neutral, credible and high dedicated in holding Democratic Party mainly local elections. Strength of DKPP decision which is final and binding is helpful as a reference to the election organizers do their job better.Keywords: Verdict Strength, Honor Council Election, and Election Violations.
