%A Zaldi Afriyanto NN %J Digital Librery %T DYNAMICS OF EXECUTIVE-LEGISLATIVE RELATIONSHIP AT LOCAL LEVEL (Study In Bandar Lampung on 2004-2009) %X The 32/2004 law is a law that talking about local government. This law states that the executive and legislative side are the actor of local government. That regulation indicates that the position of executive and legislative are the same and does not control each other. The purpose of this law is to creates check and balance between both of them in managing local government. But in reality, the position of executive and legislative as a doers of government makes the duties and function of each institution becomes refraction. So in the practice, the process of governance still dominated by the executive. The aims of this research are: (a) to explain the manifestation of the executive dominance; (b) to analyze the causes of the executive dominance; and (c) to reveal the political transactions between political elites and political parties in the practice of local governance in Bandar Lampung. This research applies qualitative approach and descriptive type as a method. The technique of collecting data in this research are interviews and documentation. The results showed that the executive is more dominant than the legislative in the practice of governance in Bandar Lampung. This is proven by the lack of council members run the right of initiative to make regulations, and just like a rubber stamp for executive in terms of budget setting. This is occurs because of the imbalance of political power resource between the two institutions. Beside that, political cartelisation also occurred in Bandar Lampung, that makes the executives side become more dominant in government. Furthermore, the causes of executive domination is patrimonialism among the political elite. And last, political transactions between these two institutions, the main cause of executive dominance over the legislature in the practice of governance in Bandar Lampung. This research recommends several ways, there are: (1) the legislative should maximize the facility of human resources improvement which is provided by government; (2) political parties must be brave to be the opposition in government; (3) the legislative should perform well recess; and (4) executive should not have double position as chairman of a particular political parties.
