Perusahaan Daerah Air Minum (PDAM) Way Rilau adalah salah satu Perusahaan
Daerah yang dimiliki oleh Pemerintah Kota Bandar Lampung, yang memberikan
pelayanan penyedian air bersih dengan tujuan memberikan pelayanan air bersih
bagi seluruh masyarakat secara adil dan merata, terus menerus sesuai dengan
persyaratan higienis. Dengan demikian, perlu ditingkatkan dari ukuran kualitas
dan penyaluran air tersebut maka dapat diukur kemaun konsumen/pelanggan
untuk membayar produk atau jasa yang diterima.
Berdasarkan urain tersebut, permasalahan dalam penelitian ini adalah kualitas air
yang dilakukan PDAM Way Rilau relatif kurang bersih, serta air mengandung zat
kimia/besi (Fe+2) (Tribun Lampung, 6 Maret 2010 : Pengaduan Konsumen).
Tingkat kelancaran penyaluran air tidak baik. Berapa nilai Willingness to Pay
masyarakat untuk meningkatkan kulaitas air bersih pada Perusahaan Daerah Air
Minum (PDAM) Way Rilau di Keurahan Sidodadi. Serta Faktor-faktor apa saja
yang mempengaruhi Willingness to Pay mayarakat terhadap peningkatan kualitas
air bersih pada PDAM Way Rilau di Kelurahan Sidodadi. Adapun tujuannya
adalah Untuk mengetahui nilai Willingness to Pay masyarakat terhadap
peningkatan kualitas pelayanan air bersih PDAM Way Rilau di Kelurahan
Sidodadi. Untuk mengetahui seberapa besar pengaruh faktor-faktor Willingness to
Pay masyarakat terhadap peningkatan kualitas air bersih PDAM Way Rilau di
Kelurahan Sidodadi.

Berdasarkan hasil penelitian dengan cara menyebarkan kuisioner kepada 72
responden atau pelanggan menunjukkan bahwa besarnya WTP dalam peningkatan
kualitas air bersih pada PDAM Way Rilau di Kelurahan Sidodadi adalah Rp.
2.800,-.
Secara keseluruhan pendapatan perbulan (X1), kualitas air X2, dan frekuensi
penggunaan air (X3) berpengaruh terhadap WTP pada tingkat kepercayaan 95 %.
Hal ini didasari pada Uji F yang menunjukkan bahwa besarnya nilai F hitung
ketiga variabel bebas adalah 98,751 > F tabel yaitu 3,15. Pengujian hipotesis
secara parsial dengan menggunakan Uji t menunjukkan bahwa pendapatan
perbulan (X1), kualitas air X2, dan frekuensi penggunaan air (X3) berpengaruh
terhadap WTP pada PDAM Way Rilau, karena nilai t hitung yang diperoleh pada
masing-masing variabel bebas lebih besar dari pada t tabel pada taraf kepercayaan
95 %. Perbandingannya adalah pendapatan perbulan (X1) dengan perbandingan
8,280 > 2,000, Kulitas air (X2) dengan perbandingan 3,209 > 2,000, dan
ferekuensi penggunaan air (X3) dengan perbandingan 5,544 > 2,000. Dengan
demikian maka H0 ditolak dan Ha diterima.

Abstract

PDAM Way Rilau is one of the regional government?s company owned by
bandarlampung government. It provides water and has purposed to give service
for all the community fairly, continuesly based on the hygenic requirements. It
can be improved with the quantity measurement and the water supply can be
measured by the consumer willingness to pay the product.
Based on the explanation above, the issue of this research is that the water supply
from PDAM is relatively not clean, the water is also contained chemical
substances or iron (Fe+2) (Tribun Lampung, 6 Maret 2010 : Pengaduan
Konsumen). The velocity of the water distribution does not run smoothly as well.
How much is the community?s willingness to pay to improve the quality of the
water supply from PDAM Way Rilau in Kelurahan Sidodadi. What are the factors
that influence the community?s willingness to pay onto the quality of the water
supply from PDAM Way Rilau di Kelurahan Sidodadi. The purpose of its is to
know the price of the community?s willingness to pay to improve the quality of
the water supply from PDAM Way Rilau in Kelurahan Sidodadi and also to know
the factors that influence the community?s willingness to pay onto the quality of
the water supply from PDAM Way Rilau in Kelurahan Sidodadi.

Based on the research that has been done by spreading the quationaire to 72
correspondences or the customer by showing how much WTP is in improving the
water quality from Way Rilau in Kelurahan Sidodadi is Rp 2.800,-.
The total monthly income (X1), the water quality (X2), and the frequancy of using
water is (X3) has big influence onto the WTP in 95% level of trust. It is based on
F Test, it shows that F score forthose three variables is 98,751 > F tabel yaitu
3,15. the partial hipothesis test by using t test show that the total monthly income
(X1), the water quality (X2), and the frequancy of using water is (X3) has
influence onto WTP in PDAM Way Rilau, because the t score that revealed is
bigger than t score in t table in 95% level of trust. The comparison that is revealed
for total monthly income (X1) is 8i,280 > 2,000, the water quality (X2) is 3,209 >
2,000, and the frequancy of using water (X3) is 5,544 > 2,000. So that Ho is
rejected and Ha is accep
