Untuk itu, perlu adanya pemetaan program\r\nstudi sehingga dapat diketahui dan dikaji mana yang efektif atau efisien dan mana yang tidak.\r\nSalah satu indikator yang dapat digunakan untuk melihat efisiensi eksternal SMK ialah\r\nmengukur seberapa tingkat terserapnya tamatan SMK di dunia kerja yang sesuai bidangnya\r\ndan seberapa tingkat penghargaan dunia kerja terhadap kompetensi tersebut. Pemikiran ini\r\nmengarahkan pada ide bahwa pengembangan SMK menjadi bagian integral dari\r\npengembangan komunitas. Tujuan penelitian untuk mengidentifikasi dan menganalisis\r\nkebijakan dan strategi peningkatan mutu sekolah menengah kejuruan sebagai pusat\r\npengembangan sumber daya manusia di Kabupaten Lampung Tengah. Penelitian ini\r\nmenggunakan tipe penelitian kualitatif. Penelitian kualitatif adalah penelitian yang bermaksud\r\nuntuk memahami fenomena tentang apa yang dialami oleh subjek penelitian misalnya\r\nperilaku, persepsi, motivasi, tindakan dan lain-lain. Hasil penelitian dan pembahasan, maka\r\ndapat disimpulkan bahwa Kebijakan dalam peningkatan mutu sekolah menengah kejuruan\r\nsebagai pusat pengembangan sumber daya manusia di Kabupaten Lampung Tengah adalah\r\nmelalui pengelolaan peningkatan mutu pendidikan di masa mendatang harus berbasis sekolah sebagai institusi paling depan dalam kegiatan pendidikan. Pendekatan ini, kemudian dikenal\r\ndengan manajemen peningkatan mutu pendidikan berbasis sekolah (School Based Quality\r\nManagement) atau dalam nuansa yang lebih bersifat pembangunan (developmental) disebut\r\nSchool Based Quality Improvement.
