        abstract = {Permasalahan prostitusi di Kota Bandar Lampung keadaanya sangat memprihatinkan, penutupan lokalisasi oleh Pemerintah Kota Bandar Lampung yang mengacu pada Perda No. 15 Tahun 2002 tentang pelarangan perbuatan prostitusi dan tuna susila di Kota Bandar Lampung, ternyata belum dapat menyelesaikan masalah.Melihat dari banyaknya perilaku seks bebas dikalangan masyarakat dan tingkat penyakit Acquired Immune Deficiency Syndrome (AIDS),maka penulis tertarik untuk melakukan tinjauan langsung pada Dinas Sosial Kota Bandar Lampung.
Penelitian ini menitik beratkan pada permasalahanimplementasi dari Peraturan Daerah No. 15 Tahun 2002 Tentang Larangan Perbuatan Prostitusi dan Tunasusila dalam Wilayah Kota Bandar Lampung ksususnya di Kecamatan Panjang mengungkap permasalahan ini, peneliti menggunakan teoriimplementasi milik George C. Edward III. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan metode kualitatif.
Komunikasi dalam Implementasi kebijakan larangan perbuatan prostitusi dan tuna susiladi Kota Bandar Lampung sudah berjalan baik namun kurang efektif. Komunikasi yang terjalin disini terlaksana secara bertahap antara DinasSosial, Satuan Polisi Pamong Praja dan masyarakat Kota Bandar Lampung serta disposisi dalam Implementasi Larangan Perbuatan Prostitusi dan Tuna Susila di Kota Bandar Lampung cukup baik. Namun tidak dihindari akan hambatan yang mesti diatasi oleh pihak terkait. Dalam hal ini berarti adanya dukungan dari masyarakat sekitar eks lokalisasi kemungkinan besar menghambat proses mereka dalam melaksanakan kebijakan sebagaimana yang diinginkan oleh pembuat kebijakan.Dan struktur birokrasi dalam ImplementasiLarangan Perbuatan Prostitusi dan Tuna Susila di Kota Bandar Lampung dapat dilihat pada Indikator Standar Operating Procedure (SOP) dan indikator fragmantasi.

ABSTRACT

The problemof prostitutionin the city ofBandarLampungcondition wasvery poor, the closure ofthe localizationby the City ofBandar Lampungwhich refers toRegulation No.15of 2002 onthe prohibition ofactsof prostitutionandprostitutesinthe city of BandarLampung, have not been able toresolve the issue. Judging from thenumber offree sexamong the communityandthe level ofdiseaseAcquired ImmuneDeficiency Syndrome(AIDS), the authorsare interested in doinga directreviewat the Department ofSocialBandar Lampung.
This studyfocuses onthe problemsof implementationof theRegional RegulationNo.15of 2002 onthe Prohibition ofProstitutionandimmoralactsin theregionof BandarLampung, especially in Sublengthuncoverthis problem, researchers usedthe theory ofimplementationbelongs toGeorgeC.EdwardIII. This research is adescriptive studywitha qualitative method approach.
Communication inpolicy implementationactionsprohibitionof prostitutionandprostitutesinthe city of BandarLampunghas been running well, but are lesseffective. Communication that existshereimplementedgraduallybetweenSocial Services,Civil Service Police Unitand thepeople inBandar Lampunganddispositionin the implementation ofthe Prohibitionact ofprostitutionandprostitutesinthe city of BandarLampungis quitegood. Butdo notavoidthe obstaclesthat mustbeovercomeby therelated parties. In this case meansthe supportofthe community aroundthe formerlocalizationlikely tobe an obstaclein implementing thepolicyprocessthemas desiredbypolicy makers. And abureaucraticstructurein the implementation ofthe Prohibitionact ofprostitutionandprostitutesin the city ofBandarLampungcan be seen inindicatorStandardOperating Procedure(SOP) and indicatorsfragmantasi.
