N2  - Pelaksanaan pilkada Kabupaten Way Kanan terindikasi kasus pelanggaran
netralitas oleh birokrasi. Birokrasi sebagai Abdi Negara seharusnya berfokus pada
public service yang tidak terikat oleh kepentingan politik maupun elit politik.
Aturan hukum tersebut terlanggar dengan realita ada kecenderungan birokrasi di
Way Kanan terlibat politisasi seperti: terlibat kampanye politik, mobilisasi
masyarakat untuk mendukung salah satu pasangan calon Kepala Daerah.
Penelitian ini bertujuan untuk menganalisis faktor penyebab birokrasi bersikap
tidak netral. Metode yang digunakan ialah metode penelitian kualitatif. Peneliti
melakukan metode pengumpulan data penelitian dengan sistem wawancara, dan
studi dokumentasi. Wawancara langsung telah dilakukan terhadap tujuh informan
terdiri dari birokrasi di Dinas Pendidikan, birokrasi di Dinas Pekerjaan Umum,
serta Ketua Persatuan Wartawan Indonesia Kabupaten Way Kanan.
Hasil penelitian menunjukkan bahwa lima faktor penyebab birokrasi tidak netral
yang memiliki kesesuain dengan pemikiran Hollyson yaitu kuatnya budaya
patron-client, motivasi meraih jabatan, hubungan kekerabatan, politisasi elit
politik dan intervensi partai politik. Muncul hasil temuan baru yaitu adanya
punishment vote yang menuntut birokrasi beralih mendukung calon lain atas dasar
kekecewaan terhadap kinerja incumbent selama satu periode menjabat.
Berdasarkan hal tersebut, peneliti berasumsi bahwa untuk menjaga netralitas
birokrasi dibutuhkan adanya pemisahan antara jabatan politik dan jabatan
pemerintahan. Jabatan pemerintahan harus berdasarkan meryt system dan Kepala
Daerah seharusnya tidak menjadi Pembina kepegawaian tingkat daerah untuk
menghindari politisasi terhadap pegawai daerah.

THE NEUTRALITY OF BUREAUCRACY IN LOCAL ELECTIONS OF
WAY KANAN REGENCY YEARS 2015

The execution of Local Election in Way Kanan Regency has been indicated to the
case of violent of the bureaucratic neutrality. Bureaucracy as public servant
should be focus on the unbound public service by political interest and political
elite. These laws have been violated by the reality of many bureaucracies involved
in Way Kanan politicization, such as engaging in political campaigns and
community mobilization to support one candidate of the Regent.
Furthermore, this research was aimed to analyze some factors that cause the
bureaucracy were not neutral. The using method of this research is qualitative
method. Researcher do some data collection by interviewed and documentation.
Interviews have been conducted on seven informants consisted of the
bureaucracy in the Department of Education, three bureaucrats in the Department
of Public Works, and the Chairman of the Indonesian Journalists Association Way
Kanan Regency.
The result of this research generated five main points of some factors that cause
the bureaucracy were not neutral, which has suitability to Hollyson theory, such as
the strength of patron-client culture, motivation to take office, a kinship, the
polarization of political elites and intervention of political parties. In addition,
emerged new finding about the presence of punishment vote, that requires the
bureaucrats shift in favor of another candidate on the basis of disappointment with
the incumbent's performance during a single period in office.
Based on it, researcher assumes that to maintain the bureaucrat neutrality is
needed political office and governmental office separations. Governmental office
have to based on meryt system and regional head should not be an official builder
in local level to avoid the politicization of local civil servant.
