abstract: Penelitian ini bertujuan untuk menganalisis faktor–faktor yang mempengaruhi
ketepatan waktu pada pemerintah daerah provinsi se–Indonesia. Faktor–faktor
yang diteliti adalah ukuran pemerintah daerah, kemandirian keuangan daerah.
Kekayaan pemerintah daerah dan opini audit.
Metode pengambilan sampel yang digunakan adalah metode purposive sampling
dan diperoleh 33 pemerintah daerah provinsi se–Indonesia. Data yang digunakan
adalah data sekunder, yaitu laporan hasil pemeriksaan laporan keuangan
pemerintah daerah provinsi pada tahun 2009-2013. Peneliti ini juga menggunakan
tambahan analisis wawancara pada salah satu sampel penelitian (Provinsi
Lampung). Tambahan analisis ini bertujuan untuk memperkuat bukti hipotesis
yang telah dilakukan pengujian dengan regresi logistik.
Hasil penelitian menunjukan bahwa kemandirian keuangan pemerintah daerah dan
opini audit berpengaruh signifikan terhadap ketepatan waktu, sedangkan ukuran
pemerintah daerah dan kekayaan pemerintah daerah tidak berpengaruh terhadap
ketepatan waktu.
Kata Kunci : Ketepatan waktu, ukuran pemda, kemadirian keuangan daerah,
kekayaan pemda dan opini audit.

This study aims to analyzing factors which influenced the timeliness of
Indonesia’s government. This study examine the size of region’s government,
financial independency of region’s government, wealthiness of region’s
government, and audit opinion.
Sampling method is purposive sampling and there are 33 of region’s government
in Indonesia. Using the secondary datas, which are the report financial
investigation result of region’s government in 2009-2013. There is interview
analysis in one of the sample for making the hypotesis stronger.
The result of this study shows that the financial independency of region’s
government and audit opinion significantly positive to the timeliness, and region’s
government size and the wealthiness doesn’t significant with the timeliness.
