SAAT PEMILIHAN UMUM KEPALA DAERAH (PEMILUKADA) PADA
DAERAH INCUMBENT DI INDONESIA
%X Penelitian ini meneliti perbedaan proporsi anggaran belanja daerah sebelum dan
pada saat pelaksanaan pemilihan umum kepala daerah (Pemilukada) pada daerah
incumbent di Indonesia. Variabel dalam penelitian ini adalah proporsi belanja
hibah, belanja bantuan sosial, belanja bantuan keuangan serta proporsi belanja
modal.
Pengambilan sampel dalam Penelitian ini menggunakan teknik purposive
sampling dengan jumlah sampel sebanyak 97. Uji normalitas dalam Penelitian ini
menggunakan uji statistik Kolmogorov-Smirnov. Alat analisis data yang
digunakan untuk uji hipotesis adalah Wilxocon Signed Rank Test.
Hasil penelitian menyebutkan bahwa terdapat perbedaan signifikan proporsi
anggaran belanja hibah, bantuan sosial, bantuan keuangan dan proporsi belanja
modal sebelum dan pada saat pelaksanaan pemilukada. Proporsi anggaran belanja
hibah, bantuan sosial, bantuan keuangan dan proporsi belanja modal pada saat
pelaksanaan pemilukada lebih besar daripada sebelum pelaksanaan pemilukada.

REGIONAL GOVERNMENT BUDGET ANALYSIS BEFORE AND
DURING THE GENERAL ELECTION OF THE REGIONAL HEAD
(PEMILUKADA) IN INCUMBENT REGIONAL IN INDONESIA

This study examines the differences in proportion allocations for the regional
before and during the implementation of the regional head election (pemilukada)
in incumbent areas/ regional in Indonesia. The variable in this study is a grant
expenditure, social assistance expenditure, financial assistance spending and also
capital expenditures.
This study is using purposive sampling method with 97 samples. Normality test
that used in this study is Kolmogorov-Smirnov statistical test. Data analysis tool
that used for the hypothesis test is Wilxocon Signed Rank Test.
The results of this study indicate that there is a significant difference in the
proportion of grant expenditure, social assistance, financial assistance and the
proportion of capital expenditure before and during the implementation of the
election. The proportion of grant expenditure, social assistance, financial
assistance and the proportion of capital expenditure during the election is greater
than before the election.
