abstract: Tujuan penelitian ini adalah untuk mengetahui pengaruh derajat desentralisasi
fiskal, kinerja penyelenggaraan pemerintah daerah dan tindak lanjut rekomendasi
hasil pemeriksaan BPK terhadap opini laporan keuangan pemerintah daerah
(LKPD). Dengan variabel kontrol jumlah asset tetap, umur administratif daerah
dan daerah induk yang mengalami pemekaran. Populasi penelitian adalah seluruh
kabupaten/kota di Indonesia, sampel yang digunakan sebanyak 406
kabupaten/kota dengan tahun penelitian adalah tiga tahun. Kriteria pengambilan
sampel yaitu laporan keuangan kabupaten/kota Tahun 2012-2014 setelah audit
yang terdapat di BPK dan kabupaten/kota yang menyampaikan Laporan
Penyelenggaraan Pemerintah Daerah (LPPD) ke Kementerian Dalam Negeri.
Metode analisa data menggunakan regresi probit untuk mengetahui berapa besar
kemungkinan kabupaten/kota mendapat opini WTP/WTP-DPP dengan
menggunakan tiga variabel independen dan tiga variabel kontrol. Hasil penelitian
bahwa derajat desentralisasi fiskal berpengaruh positif signifikan terhadap opini
LKPD, kinerja penyelenggaraan pemerintah daerah berpengaruh positif
signifikan terhadap opini LKPD dan tindak lanjut rekomendasi hasil pemeriksaan
berpengaruh positif signifikan terhadap opini LKPD. Sedangkan variabel kontrol
yaitu asset tetap berpengaruh positif signifikan terhadap opini LKPD, umur
administratif daerah berpengaruh negatif signifikan dan daerah induk yang
dimekarkan yang mengalami pemekaran berpengaruh negatif signifikan.

abstract
The purpose of this study was to determine the effect of the degree of fiscal
decentralization, the performance of local government processes and follow-up on
the results of BPK against the opinion of local government financial statements
(LKPD). With a control variable number of fixed assets, age and the local
administrative area that experienced parent division. The study population was all
districts / cities in Indonesia, the samples used as much as 406 districts / cities
with years of study is three years. Sampling criteria that the financial statements
districts / cities Years 2012-2014 after the audit contained in the CPC and districts
/ cities that deliver local government management report (LPPD) to the Interior
Ministry.
Methods of data analysis using probit regression to determine how likely the
district / city got WTP opinion / WTP-DPP by using three independent variables
and three control variables. The results of the study that the degree of fiscal
decentralization significant positive effect on LKPD opinion, the performance of
local government processes significant positive effect on LKPD opinion and
follow-up on the results of significant positive effect on LKPD opinion.
Meanwhile, fixed asset control variables are significant positive effect on LKPD
opinion, age administrative regions significant negative effect and the expanded
regional hubs experiencing significant negative effect expansion.
