ABSTRAK




Penelitian ini bertujuan untuk mendeskripsikan implementasi sosialisasi program jaminan kesehatan nasional serta kendala dari program jaminan kesehatan nasional di Kecamatan Langkapura, Kelurahan Langkapura, Kota Bandar Lampung. Penelitian ini menggunakan metode kualitatif. Teknik penentuan informan dalam penelitian ini adalah teknik purposive sampling, sehingga informan dalam penelitian ini berjumlah 10 informan, diantaranya yang melakukan penyebaran sosialisasi dan 4 informan sebagai masyarakat peserta jaminan kesehatan nasional. Berdasarkan penelitian yang dilakukan maka diperoleh hasil bahwa implementasi sosialisasi jaminan kesehatan nasional dilakukan dengan sosialisasi dengan komunikasi langsung dan sosialisasi dengan komunikasi tidak langsung. Sosialisasi ini masih sangat minim karna komunikasi langsung hanya melalui puskesmas, sedangkan kecamatan dan kelurahan hanya berperan dalam pendistribusian kartu BPJS bagi masyarakat yang tergolong penerima bantuan iuran (PBI) sedangkan komunikasi tidak langsung Badan Penyelenggara Jaminan Sosial (BPJS) memasangkan spanduk dan menyebarkan leafleat di puskesmas. Program Jaminan Kesehatan Nasional ini masih banyak kendala seperti sosialisasi yang masih belum maksimal, seperti kurang kontribusi antara pihak Badan Penyelenggara Jaminan Sosial dengan kecamatan maupun kelurahan yang ada disetiap daerah sehingga penyebaran informasi tidak merata dan menimbulkan banyaknya ketidakpahaman tentang program tersebut serta banyak masyarakat yang kurang menyadari pentingnya program Jaminan Kesehatan Nasional.

ABSTRACT



This study aims to describe the implementation of the socialization of national health insurance program and the constraints of national health insurance program in the Langkapura Village, Sub-District Langkapura, Bandar Lampung.This study uses a qualitative method.Mechanical determination of informants in this study was purposive sampling technique, so that the informants in this study amounted to 10 informants, including the dissemination of socialization and community participants 4 informant as national health insurance.Based on research by the obtained results that the implementation of the national health insurance socialization done by socializing with direct communication and socialization with indirect communication.Socialization is still very low because of direct communication only through health centers, while the districts and villages only had a role in the distribution of cards BPJS to people who belong to the beneficiaries of contributions (PBI) whereas indirect communication Social Security Agency (BPJS) pair of banners and deploy leafleat in health centers. Program National Health Insurance is still a lot of obstacles such as socialization is still not up, such as the lack of contribution between the Social Security Agency with the districts and villages that exist in each region so that the spread of information is uneven and give rise to many misunderstandings about the program and a lot of people who are less aware of the importance of the National Health Insurance program.
