Variabel Dependen dalam penelitian ini  adalah Indeks Pembangunan Manusia.  Teknik sampling dilakukan dengan metode purposive sampling pada Seluruh  Pemerintah Kabupaten dan Kota di Pulau Sumatera. Teknik analisis data  dilakukan dengan metode analisis regresi linear berganda dengan menggunakan  alat bantu program SPSS 21.  Hasil dari penelitian ini adalah variabel realisasi belanja pemerintah daerah fungsi  pendidikan, realisasi belanja pemerintah daerah fungsi kesehatan, dan realisasi  belanja pemerintah daerah fungsi infrastruktur berpengaruh positif terhadap  Indeks Pembangunan Manusia se-Sumatera.  Kata kunci: Realisasi Belanja Pemerintah Daerah fungsi Pendidikan,  Realisasi Belanja Pemerintah Daerah fungsi Kesehatan, Realisasi Belanja  Pemerintah Daerah fungsi Infrastruktur, Indeks Pembangunan Manusia.    ABSTARCT    This research was conducted to determine the influence of Actual Regional  Government Expenditure to Human Development Index. Independent variables in  this research is the Local Government Expenditure Realization of Education  functions, Local Government Expenditure Realization of Health functions and  Local Government Expenditure Realization of Infrastructure functions. Dependent  variables in this research is the Human Development Index.  Sampling was conducted using purposive sampling on the entire the District and  the City Government on the island of Sumatra. Data analysis techniques was  conducted using multiple linear regression analysis by SPSS 21.  The results of this research are Local Government Expenditure Realization of  Education functions, Local Government Expenditure Realization of Health  functions and Local Government Expenditure Realization of Infrastructure  functions has positive influence on the Human Development Index in Sumatra.
