Kurangnya kaderisasi membuat partai politik harus bekerja ekstra keras untuk memenuhi kuota 30% keterwakilan perempuan. Jika tidak terpenuhi, ancaman diskualifikasi akan diberlakukan bagi partai politik yang tidak memenuhi kuota 30% keterwakilan perempuan pada suatu daerah pemilihan. Kemudian yang terjadi adalah penurunan syarat-syarat kualitas yang sudah distandarisasi oleh setiap partai politik agar perempuan dapat menjadi calon legislatif yang hanya sekedar memenuhi syarat administratif. Berawal dari latar belakang tersebut, penelitian ini bertujuan untuk mengetahui dampak kebijakan affirmative action kuota 30% calon legislatif perempuan terhadap kualitas rekrutmen calon legislatif perempuan DPC PDI Perjuangan Kabupaten Pringsewu. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif. Pengumpulan data dilakukan dengan cara wawancara secara mendalam terhadap beberapa informan yang representatif dan dokumentasi. Hasil dari penelitian kualitas proses rekrutmen calon legislatif perempuan DPC PDI Perjuangan Kabupaten Pringsewu yang dianalisis melalui tipe rekrutmen partisan, compartmentalization, immediate survival, dan civil service reform menunjukkan tipe rekrutmen immediate survival sangat dominan dalam proses rekrutmen calon legislatif perempuan yang dilakukan DPC PDI Perjuangan Kabupaten Pringsewu. Dominasi tipe rekrutmen immediate survival muncul ketika partai politik dihadapi dengan minimnya kader perempuan tetapi harus memenuhi kuota 30% keterwakilan perempuan. Akibatnya partai politik merekrut calon legislatif perempuan tanpa mempertimbangkan kemampuan dan hanya dijadikan pelengkap untuk memenuhi kuota 30% keterwakilan perempuan. Selain itu, calon legislatif perempuan yang direkrut secara immediate survival tidak mampu memenuhi kriteria Kingsley yang dijadikan indikator calon legislatif yang berkualitas. Selain berdampak terhadap kualitas rekrutmen, kebijakan affirmative action kuota 30% keterwakilan perempuan juga berdampak pada beberapa hal, seperti pengaruhnya kepada persoalan perempuan, berdampak kepada laki-laki, berdampak dimasa mendatang, dan dampak tidak langsung seperti menimbulkan politik gender oligarki. Kata kunci: dampak kebijakan, affirmative action, kuota 30% keterwakilan perempuan, kualitas rekrutmen. Affirmative action policy to reassert the quota of 30% women representation at the 2014 elections was created by General Election Commission (KPU) in the number 7 of PKPU 2013 about the nomination of Indonesia Legislative Assembly members, Assembly members at provincial, and Assembly members at regency/city. Lack of forming cadre makes political parties must work extra hard to meet the quota of 30% women representation. If it is not met, the threat of disqualification will apply to political parties that did not meet the quota of 30% women representation. Then that happened is a decrease in terms of the quality of which has been standardized by any political parties that women can be a legislative just a qualified administrative. This research aims to know the impact of affirmative action policy for women legislative candidates toward recruitment quality of women legislative candidates The Indonesian Democratic Party for Struggle Regency Pringsewu. Method of research used in this research is descriptive qualitative research method. The data collection was done by in-depth interviews to several informants representative and documentation. The result of research of the recruitment process quality of women legislative candidates The Indonesian Democratic Party for Struggle Regency Pringsewu were analyzed through partisan recruitment type, compartmentalization, immediate survival, and civil service reform shows the type of recruitment immediate survival very dominant in the process of recruitment women legislative candidates The Indonesian Democratic Party for Struggle Regency Pringsewu.
