Tujuan penelitian ini yaitu untuk meningkatkan moralitas siswa kelas XI IPS 2 di SMAN I Kotabumi melalui model pembelajaran VCT pada mata pelajaran PPKn secara efektif. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian tindakan kelas (Classroom Action Research). Prosedur yang dilakukan dalam penelitian ini dilakukan dengan tahapan perencanaan, tindakan, pelaksanaan, observasi, dan refleksi untuk pengambilan keputusan guna pengembangan lebih lanjut. Subjek penelitian adalah siswa kelas XI IPS 2 di SMAN I Kotabumi.
Hasil penelitian ini pada data awal sebelum dilakukan tindakan pembelajaran dengan menggunakan model pembelajaran VCT guru masih terlihat mengunakan metode kurang bervariasi, masih menggunakan metode ceramah, pembelajaran masih mengarah pada aspek kognitif dan kurang menekankan pada aspek afektif. Setelah dilaksanakan tindakan pembelajaran dengan menggunakan model pembelajaran VCT terjadi peningkatan moralitas pada siswa yang cukup baik. Hasil Penelitian menunjukkan bahwa (1) 80 % siswa kelas XI IPS 2 telah menampakkan perilaku moralitas yang baik pada mata pelajaran PPKn melalui model pembelajaran Value Clarification Tehnique (VCT) secara efektif, (2) pada penelitian ini, indikator yang paling sulit tercapai adalah pada indikator kejujuran. Sedangkan indikator yang paling mudah tercapai adalah indikator disiplin

ABSTRACT
The purpose of this research which is to improve their morality students XI social class 2 in SMAN I Kotabumi through learning model VCT on the subjects of PPKn effectively. The kind of research used in this research is classroom action research. Procedure made in this report is written with stage planning, the act of, the implementation of the, observation, and reflection to decision-making to further development. The subject of study were students in XI social class 2 in SMAN I Kotabumi.
The results of this study at baseline prior to the act of learning using teacher learning model VCT is still visible method, less varied, still use the lecture method, learning still leads to cognitive aspects, and less emphasis on the affective aspects. Having carried out the act of learning by using learning model VCT increased morality in a pretty good student. The results of research shows that (1) of 80 percent of students class xi social class 2 showing behavior morality good on the subjects of public schools through learning model value clarification tehnique (VCT) effectively, (2) the on this research , an indicator of the most difficult to achieve on indicators is honesty .While indicators most quickly achieved is an indicator of discipline.
