%X Komisi Pemilihan Umum (KPU) Kota Bandar Lampung berhasil menekan angka golput pada pemilihan 2015 sebesar 7,70 %. Hal ini menjadi parameter strategi yang telah diterapkan oleh KPU Kota Bandar Lampung untuk menurunkan angka golput pada tahapan pemutakhiran daftar pemilih dan sosialisasi pemilihan. Penelitian ini bertujuan untuk (1) menganalisa strategi dan penerapan strategi KPU Kota Bandar Lampung pada tahapan pemutakhiran daftar pemilih dalam mengurangi angka golput, (2) menganalisa strategi dan penerapan strategi KPU Kota Bandar Lampung pada tahapan sosialisasi pemilihan dalam mengurangi angka golput Tipe penelitian adalah deskriptif dengan pendekatan kualitatif. Sumber data berupa hasil wawancara dengan informan baik dari penyelenggara maupun masyarakat, dokumen kepustakaan dan hasil penelitian ilmiah, Informan dipilih dengan sengaja (purposive). Teknik pengumpulan data melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukan penerapan strategi pada tahapan penyusuna daftar pemilih dan sosialisasi dengan urutan : Pertama, strategi penguatan dengan menciptakan kekokohan antara penyelenggara pemilihan. Kedua, strategi bujukan, KPU Kota Bandar Lampung dapat menarik masyarakat agar terdaftar dan mengecek nama mereka dalam proses tahapan pemutakhiran daftar pemilih serta menerima pesan-pesan yang disampaikan pada tahapan sosialisasi. Ketiga, strategi rasionalisasi, KPU Kota Badar Lampung kurang berhasil melakukan strategi rasionalisasi terhadap pemilih, hanya memastikan pemilih terdaftar dalam daftar pemilih dan mengajak pemilih untuk mencoblos pada saat pemilihan. Keempat. Strategi konfrontasi, KPU Kota Bandar Lampung kurang maksimal dalam melakukan strategi konfrontasi dalam proses pemutakhiran daftar pemilih dan sosialisasi pemilihan.                Kata Kunci : Golput, KPU, Strategi      ABSTRACT    Komisi Pemilihan Umum (KPU) in Bandar Lampung managed to reduce the number of non-voters in the election of 2015 became 7,70 %. This is an indication that strategies applied by KPU of Bandar Lampung to reduce the number of abstentions on the stage of updating the voter list and socialization election are successfully achieved. The objectives of this research are (1) to analyze the strategy of KPU Bandar Lampung on the stage of updating the voter list and socialization to reduce the number of abstentions, (2) to analyze the implementation of KPU Bandar Lampung strategy on the stage of updating the voter list and socialization to reduce the number of abstentions. This research is descriptive with qualitative approach. Sources of data are formed by interviews with informants, literature and document, and the results of scientific research. The informants were chosen intentionally. Data was collected through in-depth interviews and literature research. The results of this research revealed in order (1) strengthening strategy, KPU of Bandar Lampung has created a sturdiness of updating the voter list and socializing. (2) Inducement strategy, KPU of Bandar Lampung can attract the public's interest to check their names in the voter list updating process stages and receive the messages conveyed during the socialization. (3) Rationalization strategy, KPU of Bandar Lampung can convince voters of the importance of active participation in the stages of updating the voter list and socializing. (4) Confrontation strategy, KPU of Bandar Lampung successfully built awareness of voters to ensure their names have been registered in the voter list and the socialization of giving awareness for voters to participate in elections.
