N2  - Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kinerja
pendamping desa dalam upaya membangun kemandirian desa, serta apa saja yang
menjadi kendala-kendala dalam proses pendampingan di Desa Notoharjo
Kecamatan Trimurjo Kabupaten Lampung Tengah. Karena dalam pelaksanaannya
kinerja dari para pendamping desa masih belum maksimal dalam menjalankan
perannya, seperti misalnya pendamping desa tidak mengawal dari awal
perencanaan program hingga akhir program.
Penelitian ini termasuk dalam penelitian kualitatif deskriptif dengan
mengacu pada pendapat Mohamad Mahsun (2014) sebagai fokus utama
penelitian. Penelitian ini dilakukan di Kecamatan Trimurjo dan di Desa
Notoharjo, dengan berbagai narasumber dari pendamping desa dan pegawai
Kecamatan Trimurjo , aparatur Desa Notoharjo, dan juga masyarakat desa di Desa
Notoharjo. Teknik pengumpulan data dilakukan dengan observasi, wawancara,
dan dokumen. Kemudian data dianalisis secara deskriptif kualitatif.
Hasil penelitian menunjukkan bahwa kinerja pendamping desa masih belum
sebagaimana yang diharapkan oleh Kementerian Desa, peran pendamping sejauh
ini hanya sebatas memberikan arahan-arahan saja, banyak dari masyarakat yang
tidak mengetahui tentang adanya pendamping desa, pendamping desa hanya
tinggal melihat hasil, tanpa mendampingi desa dari mulai perencanaan itu sendiri,
kontribusi yang nyata dari adanya pendamping desa yaitu pada keadministrasian
desa, dan dampak dari adanya pendamping yaitu membantu dan memudahkan
desa dalam menyelesaikan pekerjaan terkait keadministrasian desa dan desa lebih
cepat dalam mendapatkan informasi terbaru tentang desa, serta pendamping desa
sebagai rujukan bagi desa untuk bertanya terkait adanya permasalahan tentang
desa. Adapun untuk kendala-kendala yang terjadi dalam proses pendampingan
yaitu kebijakan dari pemerintah pusat ataupun daerah yang sering berubah-ubah,
domisili atau tempat tinggal mereka yang berada cukup jauh dari lokasi
pendampingan, pekerjaan yang tidak hanya sebagai pendamping, dan penyaluran
dana dari pusat yang tidak tepat waktu sehingga pekerjaan jadi berantakan.

Performance analysis of Pendamping Desa of the village in an attempt
to develop the independence of villages (study in the village of Notoharjo subdistrict
of Central Lampung Regency Trimurjo)

This research aims to describe and analyze the performance pendamping
desa of the village in an attempt to develop the independence of the village, as
well as what became the constraints in the process of mentoring in the village
of Notoharjo sub-district of Central Lampung Regency Trimurjo. Because in the
implementation performance pendamping desa of the village still not maximized
in the exercise of his duties, such as escorting not village pendamping desa from
the beginning to the end of the program program planning.
This research included in qualitative descriptive study with reference to
the opinion of Mohamad Mahsun (2014) as the main focus of research. This
research was conducted in Trimurjo and in the village of Notoharjo, with a wide
range of interviewees from the village and Subdistrict officers escort Trimurjo,
Village Notoharjo apparatus, and also the villagers in the village
of Notoharjo. Engineering data collection done by observation, interviews, and
documents. Then the data were analyzed in qualitative descriptive.
The results showed that the performance pendamping desa of the village is
still notas hoped by the Ministry, pendamping desa role so far only limited
to give instructionsonly, a lot of people who don't know about the existence of an
escort pendamping desa village, the village only lived to see results, without the
accompanying village from the start of planning itself, the
real contribution of pendamping desa in administration village, and the impact
of the presence of a pendamping desa that is helpful and facilitate related work in
completing the village administration and the village is faster in get the latest
information about the village, as well as the village as a reference pendamping
desa to the village to ask related problem about the existence of the village. With
regard to constraints that occur in the process of mentoring that is the policy of the
Central Government or the regions that often fickle, domicile or place of
residence they are located quite far from the location of mentoring, job not only as
an escort, and channeling funds from the Centre in a timely manner so that the
work is not so messy.
