Masyarakat yang  mendiami tanah di Kelurahan Waydadi Baru tidak terima, karena tanah itu adalah  tanah milik warga yang telah dihibahkan oleh Menteri Dalam Negeri dengan  Nomor BTU.3.50/3.80 tertanggal 26 Maret 1980. Tujuan penelitian ini untuk  mengetahui sikap masyarakat Kelurahan Waydadi Baru terhadap konflik  pertanahan.  Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif. Teknik  pengumpulan data dengan menyebarkan kuesioner kepada 99 responden dengan  menggunakan sistem pengambilan acak distratifikasi dan wawancara kepada 4  informan dengan menggunakan purposive sampling di 2 lingkungan agar setiap  masyarakat dari berbagai kalangan dapat diambil sampelnya. Berdasarkan atas 3  indikator kognitif, afektif dan konatif dapat disimpulkan bahwa masyarakat  memberikan aspek negatif atau ketidaksetujuan terhadap pelepasan hak atas tanah  yang akan dilakukan pelepasan hak atas tanah dengan cara pelelangan secara  tertutup. Adapun pelepasan hak atas tanah yang dilakukan dengan cara  pelelangan secara tertutup yang dilakukan oleh Pemprov Lampung merupakan  suatu beban oleh masyarakat. Apalagi nilai harga yang dipatok terlalu tinggi dan  tidak sesuai dengan keadaan perekonomian masyarakat Kelurahan Waydadi Baru.  Kata Kunci: Konflik Pertanahan, Sikap Masyarakat, Pelelangan    ABSTRACT    The land conflict in Waydadi Baru is happened because the Lampung  Government claims that the land is theirs based on SK HPL Number.  01/02/05/1992, and they will do an auction by secured accordance with the  governor’s SK Number. 028.3369/ 10/2012. The societies of Waydadi Baru can’t  accept it, because the land is theirs which has been granted by ministry of home  affairs with Number. BTU 3.50/3.80 on March 26th 1980. This research’s purpose  is to know the societies’s attitude in Waydadi Baru, Sukarame towards release of  land rights.  The method that used in this research is descriptive quantitative. Data collection  technique in this research is to give the questionnaire to 99 respondents and do  interviews to 4 informants in 2 areas by using random distratified sampling  system, so that each society from all of circles can be sampled.  The result shows positive and negative attitudes. Based on the 3 cognitive,  affective and conative indicators, it can be concluded that the community gives  negative aspect or disagreement to the release of land rights which will be done by  the release of land right by closed auction. The release of land rights by way of a  closed auction conducted by Lampung Provincial Government is a burden by the  community. Moreover, the value of the price is set too high and not in accordance  with the economic situation of New Waydadi Urban Village.  Keywords: Land Conflicts, Public Attitudes, Auctions
