N2  - Proses pemilihan Rektor di Universitas Lampungmenimbulkan kontroversi dikarenakan Menteri memiliki kewenangan hak suara 35% dari total suara pemilih. Kontroversi kewenangan hak suara Menteri tersebut dibuktikan dengan banyaknya permasalahan diantaranya apakah Menteri dalam menggunakan suaranya telah dilakukan secara objektif dan bijaksana atau secara subjektif, sehingga hak suara yang diberikan sesuai dengan kualitas calon Rektor.

Permasalahan penelitian ini adalah: 1) Bagaimanakah proses Pemilihan dan Pengangkatan Rektor di Universitas Lampung. 2) Apakah Implementasi kewenangan suara Menteri 35% dalam Pemilihan Rektor di Universitas Lampung sudah sesuai dengan prinsip demokrasi.

Penelitian ini menggunakan pendekatan yuridis normatif. Sumber data yang digunakan dalam penelitian ini adalah data primer, sekunder dan tersier. Prosedur pengumpulan data yang digunakan adalah studi kepustakaan (library research) dan studi lapangan (field research). Kemudian dianalisis dengan menggunakan cara analisis deskriptif kualitatif.

Hasil penelitian menunjukan bahwa: 1) Proses pemilihan dan pengangkatan Rektor dilakukan melalui beberapa tahap yaitu penjaringan, penyaringan, pemilihan dan pengangkatan Rektor terpilih. 2)Implementasi kewenangan suara Menteri 35%dalam Pemilihan Rektor di Universitas Lampung tidak sesuai dengan konsep demokrasi karena adanya keterlibatan pihak pemerintah dalam proses pemilihan tersebut. 

Disarankan kepada Menristek Dikti untuk melakukan kajian ulang terhadap hak suara Menteri 35% dalam pemilihan Rektor, 
perlu dimasukkan kriteria-kriteria seperti yang telah peneliti sampaikan kedalam peraturan yang berlaku
perlu dimasukkan kriteria-kriteria penilaian calon Rektor yang menjadi pertimbangan Menteri dalam memberikan hak suaranya kedalam peraturan yang berlaku
dan dapat membentuk Tim untuk mencari data terkait 3 nama calon yang diajukan ke Kementerian sebelum Menteri memberikan hak suaranya kepada calon Rektor.

AUTHORITY OF THE MINISTER OF RESEARCH, TECHNOLOGY AND HIGHER EDUCATION ON RECTOR SELECTION IN LAMPUNG UNIVERSITY


Rector election process at Lampung University cause controversy because the Minister has the authority of the voting right 35% of the total voting power. The controversy of the authority of the Minister's voting is evidenced by the number of issues such as whether the Minister using his voice has done objectively and wisely or subjectively, so that the vote are given in accordance with the quality of Rector candidates.

The problems of this research are: 1) How is the process of Rector Election and Appointment at Lampung University. 2) Is the implementation of the voice of the Minister's authority 35% in the Rector Election at the Lampung University is in accordance with the principles of democracy.

This research uses normative juridical approach. Sources of data used in this study are primary, secondary and tertiary data. The data collection procedure used is library research and field research. Then analyzed by using descriptive qualitative method.

The results of the research show that: 1) The process of selecting and appointing the Rector is done through several stages: searching, screening, selection and appointment of the elected Rector. 2) Implementation of the voice?s Minister 35% in the Rector Election in Lampung University is not in accordance with the concept of democracy because of the involvement of the government in the election process.

It is suggested to the Minister of research, technology and higher education to review the voting rights of the Minister of 35% in the Rector's election, it is necessary to include many criterias as the researchers have submitted to the applicable regulations and can form a Team to look for data who had related to the 3 names of proposed candidates To the Ministry before the Minister gives his/her vote to the Rector candidates.
