%A 1316041078 WIZA YULI AVIO NANDA %T DAMPAK PROGRAM JALUR BINA LINGKUNGAN DALAM PENERIMAAN PESERTA DIDIK BARU (PPDB) PADA SMK SWASTA DI KOTA BANDAR LAMPUNG TAHUN 2016 (Studi pada SMK Arjuna Bandar Lampung dan SMK Utama Bandar Lampung) %X Pelaksanaan program jalur bina lingkungan yang dibuat pemerintah daerah Kota Bandar Lampung untuk membantu masyarakat kurang mampu, dan hanya dilaksanakan di sekolah-sekolah negeri di Kota Bandar Lampung. Menimbulkan permasalahan yang menyebabkan sekolah swasta di Kota Bandar Lampung kurang mendapatkan calon peserta didik baru yang diterima masuk di sekolah swasta. Penelitian ini dilakukan di SMK Arjuna Bandar Lampung dan SMK Utama Bandar Lampung.Tujuan penelitian ini menganalisis hasil yang ditimbulkan dari dampak program jalur bina lingkungan dalam penerimaan peserta didik baru (PPDB) pada SMK swasta di Kota Bandar Lampung tahun 2016. Metode yang digunakan pada penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Hasil penelitian ini terdapat dampak positif dan dampak negatif,untuk dampak positifnya bagi sekolahswasta ialah sistem pembelajaran di kelas berjalan efektif, tim pengajar lebih cepat mengenal karakter siswa di kelas, dan meningkatnya kualitas input peserta didik baru, dan efektifnya jumlah jam mengajar guru khusus di SMK Utama Bandar Lampung. Sedangkan, dampak negatifnya bagi sekolah swasta ialahpenurunan jumlah peserta didik yang didapat, berkurangnya anggaran pendapatan dan bantuan yang diterima oleh sekolah, kurang efektifnya jumlah jam mengajar guru honorer maupun guru sertifikasi khusus di SMK Arjuna Bandar Lampung. Saran penelitian seharusnya pemerintah memberlakukan kebijakan yang sama untuk sekolah swasta terkait pelaksanaan program jalur bina lingkungan, sebaiknya pemerintah memberikan hak jam mengajar bagi guru swasta yang kekurangan jam, danseharusnya pemerintah memberikan bantuan berupa dana hibah kesekolah swasta, sehingga sekolah swasta dapat memperbaiki kualitas pendidikannya. Kata Kunci: Dampak, Program Jalur Bina Lingkungan, Penerimaan Peserta Didik Baru THE IMPACT OF THE ENVIRONMENTAL DEVELOPMENT PROGRAM IN THE NEW STUDENTS ACCEPTANCE AT PRIVATE VOCATIONAL HIGH SCHOOL (SMK) IN THE CITY OF BANDAR LAMPUNG IN 2016 (A Study at SMK Arjuna Bandar Lampung and SMK Utama Bandar Lampung) By Wiza Yuli Avio Nanda The implementation of environmental development program created by the local government of Bandar Lampung for the underprivileged citizens did cause a problem for private schools; it is because the environmental development program only works in public schools and intended for the underprivileged students, causing private schools in the city of Bandar Lampung less new prospective students. This research was conducted at Vocational High School (SMK) Arjuna Bandar Lampung and SMK Utama Bandar Lampung. The purpose of this study is to analyze the impact of environmental development program in the acceptance of new students at private schools in Bandar Lampung in 2016. The method used in this study is a qualitative approach. The data collection techniques were done through observation, interviews, and documentation. The results and discussions were made related to the positive and negative impact for SMK Arjuna Bandar Lampung and SMK Utama Bandar Lampung; the positive impacts were as follows, the more effective learning process in class, the teachers could recognize students' character more quickly, and the increasing quality of input of new students. However, the negative impact for private schools was the decrease in the number of new students acceptance. As a result, it affected students' spirit and motivation in the classroom learning. It also decreased the number of teaching hours for both honorary and certified teachers, and reduced the schools budget of income and assistance received for the schools. It is suggested that the government implement similar policies for private schools on environmental development program, in response to the less teaching hours for teachers at private schools, the government should provide teaching hours for them to teach at public schools, and the government should allocate funding to private schools as well, so they can improve the quality of education.
