NARKOTIKA DIKALANGAN PELAJAR PROVINSI LAMPUNG
%X Penyalahgunaan narkoba adalah salah satu masalah sosial yang terjadi di Provinsi
Lampung. Maraknya penyalahgunaan narkotika di Provinsi Lampung terus mengalami
peningkatan pada tahun 2011 hingga tahun 2014 terjadi peningkatan pengguna sebanyak
60 % dan pada tahun 2016 terjadi penigkatan sebanyak 9% dari tahun sebelumnya.
Mengacu pada kondisi tersebut dirumuskan masalah apakah yang menjadi faktor-faktor
yang mempengaruhi kinerja Badan Narkotika Nasional Provinsi Lampung dalam upaya
pencegahan dan pemberantsan narkoba di kalangan pelajar Provinsi Lampung ?
Tujuan Penelitian ini untuk memperoleh gambaran fakor-faktor yang
mempengaruhi efektivitas kinerja Badan Narkotika Nasional Provinsi Lampung
dikalangan pelajar di Provinsi Lampung. Penelitian ini merupakan penelitian
dengan tipe kualitatif. Fokus penelitian ini meliputi Kinerja Badan Narkotika
Nasional Provinsi Lampung dalam pencegahan dan pemberantasan narkotika
dikalangan pelajar di Provinsi Lampung dengan indikator kinerja yang terdiri dari
: 1) Masukan (input), 2) Proses (process), 3) Keluaran (output), 4) hasil
(outcome), 5) Manfaat (Benefit) dan 6) Dampak (impact). Jenis data yang
digunakan dalam penelitian ini adalah data primer dan data skunder. Sumber data
dalam penelitian ini meliputi sumber dari informan dan dokumentasi. Teknik
analisi data yang digunakan terdiri dari reduksi data, penyajian data, dan
penarikan kesimpulan.
Ada beberapa hal yang menjadi temuan penelitian terkait belum efektifnya kinerja
Badan Narkotika Nasional Provinsi Lampung yaitu terdapat beberapa faktor yang
mempengaruhi belum efektifnya kinerja Badan Narkotika Nasional Provinsi
Lampung dalam pencegahan dan pemberantasan narkoba dikalangan pelajar yaitu,
kurang memadainya sumber daya BNNP Lampung secara kuantitas dan kualitas,
kurang memadainya jumlah jumlah sarana prasarana khususnya kendaraan untuk
mobilisasi pegawai dalam tugas lapangan. Untuk itu, Badan Narkotika Nasional
Provinsi Lampung harus meningkatkan lagi kinerja pegawainya dengan
menambah jumlah pegawai khususnya pada bagian penyidik dan anggota tindak
kejar dan penambahan sarana dan prasarana kendaraan.

Drug abuse is one of the problems happening in the society in the province of
lampung. The rise of drugs abuse in the province of lampung has been increasing
in 2011 up until the 2014 been an increase in users as many as 60 % and on 2016
happened penigkatan 9% from the last year. Reffering to the condittion are
formulated the problem whether that be factors that affect performance of
Narcotic Board Lampung Provincial in effort to prevent and elimination Narcotic
Among All These Stucent Of Lampung Provincial?
This reasearch aims to obtain an ilustration of factor that affcet the effective
performence of National Narcotic Board Lampung Provincial in the prevention
and elimination of drugs among student in Lampung Provincial The reasearch is
reaserch with the qualitative type. Focus this research covering The Performance
of The National Narcotics Board Lampung Provincial with the performance
indicators that consist of 1) input, 2) proccess, 3) output, 4) outcome, 5) benefit
and 6) impact. Sources data in this research include The source of informants and
documentation. Technique analysis of data used consisting of data reduction,
display of data, and withdraw of conclusion.
There are several points that be the finding this study related the ineffectiveness of
the performance National Narcotic Board Lampung Provincial namely. There are
several factors affecting the ineffective performance of the national narcotics
agency Lampung provincial in efforts to prevent and elimination narcotic among
student namely, inadequate resources BNNP Lampung in quantity and quality,
inadqquate of the number of infrastructure of the number of infrastructure of
especially a vehicle to mobilization employees in their fieldwork. For it, national
narcotic agency province Lampung have to increase performance employees by
increasing the number of employees especially on the part of investigators and
numbers of the commission of a pursue and the addition of facilities adn
infrastructure vehicles.
