abstract: Dinas Kesehatan merupakan pelaksana pelayanan bidang kesehatan di Kota
Bandar Lampung, yang berperan dalam menangani permasalahan kesehatan yang
terjadi di Bandar Lampung. Salah satu fenomena permasalahan kesehatan yang
ada di Bandar Lampung adalah penyebaran Human Immunodeficiency Virus
(HIV) dan Acquired Immune Syndrome (AIDS). Penelitian ini dilakukan di Dinas
Kesehatan Kota Bandar Lampung serta Layanan komperhensip dan
berkesinambungan di Bandar Lampung. Tujuan penelitian ini mendeskripsikan
kinerja Dinas Kesehatan Kota Bandar Lampung dalam pencegahan dan
penanggulangan HIV AIDS pada masyarakat kota Bandar Lampung. Indikator
kinerja berdasarkan teori Agus Dwiyanto yaitu: Produktivitas, Responsivitas,
Responsibilitas dan Akuntabilitas. Metode yang digunakan pendekatan kualitatif,
tipe deskriptif. Pengumpulan data dilakukan dengan wawancara mendalam,
dokumentasi dan observasi. Teknik analisis data melalui reduksi data, penyajian
data dan penyimpulan data.
Hasil penelitian menunjukkan bahwa kinerja Dinas Kesehatan Kota Bandar
Lampung dalam pencegahan dan penanggulanagan HIV sudah baik dan sesuai
dengan prinsip kegiatan pencegahan dan penanggulangan. Kendala yang dihadapi
Dinas Kesehatan yaitu masih adanya keterbatasan anggaran, Adanya keterbatasan
wewenang dan sifat masyarakat yang tertup, menjadi kendala Dinas Kesehatan
dalam pencapaian target jangkauan. Sebaiknya Dinas Kesehatan dan Pemerintah
Kota Bandar Lampung meningkatkan anggaran dana pencegahan dan
penanggulangan HIV AIDS dan memperkuat koordinasi antar instansi.

ABSTRACT


The Health Health Agency is the implementor unit of health services in Bandar
Lampung City. The Health Agency plays an important role in dealing with health
problems that occurred in Bandar Lampung. One of the phenomenon of health
problems in Bandar Lampung is the spreading of Human Immunodeficiency Virus
(HIV) and Acquired Immune Syndrome (AIDS). This research aims to describe
the Health agency of Bandar Lampung local goverments performance in
preventing and controlles of HIV AIDS in Bandar Lampung. The indicators of
performance were relied based on Agus Dwiyanto's theories, namely:
Productivity, Responsiveness, Responsibility and Accountability. The method
used in this research is descriptive type with qualitative approach. The data was
collected through in-depth interviews, documentation and observations. While the
data analysis technique was carried out using data reduction, data presentation and
data conclusion.
The results showed that the performance of Health Agency of Bandar Lampung
City in the prevention and control of HIV is a good performance and in
accordance with the principle of prevention and mitigation activities. One of the
weaknes experienced by the Health Agency included: the is lack of budget. The
existence of limited authority and the exclusive nature of the society have
hampered the Health Agency in achieving the target range. It is suggested that the
Health Agency of Bandar Lampung to allocate more budget in the prevention and
control of HIV AIDS and also to strengthen the coordination among agencies.
