abstract: Pelaksanaan pembangunan desa merupakan kewenangan desa yang dilaksanakan oleh pemerintah desa tetapi pada kenyataannya masih terdapat desa tertinggal karena masih mengalami ketimpangan pembangunan pada pelayanan dasar. Tujuan penelitian ini adalah untuk mengetahui mengapa terjadi ketimpangan pembangunan dan kebijakan yang tepat dalam melaksanakan pembangunan desa tertinggal terutama Pekon Atar Kuwau Kecamatan Batu Ketulis Kabupaten Lampung Barat. Metode yang dipergunakan dalam penelitain ini adalah deskriptif dengan pendekatan kualitatif dan menggunakan teori struktural fungsional Talcot Parsons. Hasil penelitian berdasarkan konsep AGIL menunjukkan bahwa pelaksanaan pembangunan desa tertinggal pada indeks pelayanan dasar hanya 11,96 disebabkan karena terdapat kekurangan dari segi Adaptasi (Adaptation), pekerjaan masyarakat seluruhnya sebagai petani kopi hanya dapat memenuhi kebutuhan hidup dan tidak cukup untuk pendidikan dan kesehatan, produksi masyarakat hanya sedikit dan tidak mencukupi kebutuhan sehari-hari, ekonomi masyarakat masih dihasilkan pertahun dari pekerjaannya, hanya ada program kesehatan, serta fasilitas kesehatan dan pendidikan kurang lengkap. Untuk mencapai Tujuan (Goal) masyarakat berpartisipasi aktif tetapi masih kurang berinisiatif untuk bekerjasama dengan pihak lain dan kurangnya fasilitas pendidikan dan kesehatan, sedangkan untuk Integrasi (Integration), pemerintah desa berkoordinasi dengan baik tetapi tidak didukung dengan pemenuhan integrasi adaptasi, tujuan dan Pemeliharaan pola (Latency)dalam pendidikan sudah cukup baik tetapi untuk kesehatan masih kurang pemahaman, kebijakan yang tepat adalah pembangunan akses jalan dan peningkatan fasilitas pendidikan.

INEQUALITY DEVELOPMENT OF UNDERDEVELOPED VILLAGE
(Study On Atar Kuwau Village and Argomulyo Village)


The implementation of village development is the authority of the village which is implemented by the village government but in reality there are still  underdeveloped villages because of inequality development on base services. The purpose of this study was to find out the reason about why the inequality development happen and to find out which one the right policeto implementing the development of underdeveloped villages, especially in Pekon Atar Kuwau, Ketulis in West Lampung regency. The method used in this research is descriptive with qualitative approach and using functional structural theory by Talcot Parsons. The results based on AGIL concept showed that the implementation of development of underdeveloped village on the basic service index is only 11.96 due to the lack of Adaptation, the whole community work as a coffee farmer can only buy basic needs and not enough for education and health service, community's production is minimum  can’t buy daily needs of them, community’s economy is getting just by year from their job, there is health and education service also facilities there, but isn’t complete well. To achieve the Goal, the community actively participates but still lacks motivation to cooperate with other parties and lacks of education and health service also facilities, meanwhile on Integration, village government is cordinating well but not supported by the fulfillment of adaptation of integration, Latency in education is good enough but on health is still lack of understanding, the right policy is the make the road access better and improve the education service also facilities.
