BUSINESS ANALYSIS AND STRATEGIC DEVELOPMENT OF FRESHWATER FISH FARMING AS A MAIN COMMODITY IN PAGELARAN SUBDISTRICT OF PRINGSEWU REGENCY

This research aims to analyze the base commodity, income levels of freshwater fish farmers, and design of the strategies for the development of freshwater fish farming in Pagelaran Subdistrict of Pringsewu Regency.  The research uses survey method and the location chosen purposively at Pagelaran and Lugusari Villages, Pagelaran Subdistrict of Pringsewu Regency as consideration that the location are the central of freshwater fish production (minapolitan area).  The samples are 44 freshwater fish farmers who are members of fish farmers group with experience of more than five years.  Data are collected in June to July 2017. The analysis use are Location Quotient (LQ) analysis to determine base commodity, farming analysis to identify income level, also the SWOT and QSPM analysis to obtain priority development strategy. The results show the main base commodity is goldfish with LQ score 1,18,  the highest income level from three bussines focus (breeding business, enlargement business, also the breeding and enlargement business of goldfish) is an enlargement business of goldfish  with an income value of Rp 1,556,440.29 each 1,000 m2 each month, As well as the priority development strategy of the goldfish enlargement business are doing partnership with producer of feed maker or investor, improve quality of human and natural resources owned, arrange bookkeeping of cultivation and finance, along build cooperation between Pokdakan.
