%X Penelitian  ini  bertujuan  untuk  mengetahui faktor-faktor  yang  mempengaruhi  perkembangan  kapasitas  fiskal  di  daerah  otonomi  baru.  Penelitian  ini  menggunakan data sekunder  yang diperoleh langsung dari  Badan Pusat Statistik  (BPS)  tahun  2017 Provinsi  Lampung  dan  Direktorat  Jenderal  Pembendaraan  tahun  2017. Metode  penelitian  yang  digunakan  adalah  deskriptif  dengan  pendekatan  kualitatif  yaitu  metode  yang  didasarkan  pada  analisis  variabelvariabel yang mendukung analisis tersebut tidak dapat diukur secara nyata, tetapi  menggunakan  analisa  yang  sifatnya  menjelaskan  secara  uraian. Hasil penelitian  menunjukkan bahwa,  tingkat  kapasitas  fiskal  di  tiga  kabupaten  pada  daerah  otonomi baru masih rendah, dengan rendahnya kapasitas fiskal yang dimiliki oleh  tiga  Kabupaten  tersebut  menunjukan  bahwa  belum  bisa  menciptakan  tingkat  kemandirian daerah dalam hal keuangan.  Kata kunci : Daerah otonomi baru, kapasitas fiskal (fiscal capacity)    This study aims to determine the factors that influence the development of fiscal  capacity in the new autonomous region. This study uses secondary data obtained  directly from the Central Statistics Agency (BPS) in 2017 Lampung Province and  the  Directorate General  of Treasury in  2017.  The  research  method  used  is  descriptive with a qualitative approach that is a method based on the analysis of  variables  that  support  the  analysis  cannot  measured  significantly,  but  using  an  analysis that explains in detail. The results showed that the level of fiscal capacity  in  the  three  districts  in  the  new  autonomous  region  was  still  low,  with  the  low  fiscal capacity of the three districts indicating that it was not yet able to create a  level of regional independence in financial matters.
