Apa  sajakah faktor penghambat dan pendukung dalam melaksanakan kewenangannya  di bidang pengadaan barang/jasa? Pendekatan penelitian ini menggunakan  pendekatan yuridis normatif yang didukung dengan pendekatan yuridis empiris.  Data pada penelitian ini diperoleh melalui kepustakaan dan hasil wawancara.  Hasil Penelitian bahwa (1) Pemerintah Kota Bandar Lampung telah memiliki Unit  Kerja Pengadaan Barang/Jasa (UKPBJ) dengan nomenklatur “Bagian Layanan  Pengadaan Barang/Jasa Kota Bandar Lampung” memiliki kewenangan berupa  merumuskan personil yang akan menduduki posisi di BLPBJ, menyeleksi  pegawai PNS di Pemerintah Kota Bandar Lampung untuk diposisikan dalam  organisasi BLPBJ sebagai Kelompok Kerja pengadaan barang/jasa, juga  merumuskan posisi organisasi, struktur organisasi, penganggaran BLPBJ. (2)  BLPBJ Kota Bandar Lampung dalam melaksanakan kewenangannya dibidang  pengadaan barang/jasa memiliki tugas melaksanakan persiapan sampai  pelaksanaan pemilihan penyedia pengadaan barang/jasa di lingkungan Pemerintah  Kota Bandar Lampung yang dilaksanakan oleh PPK dan Pokja. (3) Faktor  penghambat yang menjadi kendala UKPBJ BLPBJ Kota Bandar Lampung dalam  melaksanakan kewenangan adalah belum membuat Standar Operasional Prosedur  (SOP) Perencanaan, Pemilihan, sampai dengan Pengelolaan Kontrak.    Kata Kunci : Kewenangan, Pengadaan, Barang/Jasa, Lelang.  Procurement of goods/services can be defined as the process of obtaining  goods/services ranging from planning to implementing activities. The authority in  the procurement of goods/services is carried out by the Goods and Services  Procurement Service Section (BLPBJ) of Bandar Lampung City. The question  that’s being asked in this research is to understand the setting and implementation  from BLPBJ in the city of Bandar Lampung. What are the inhibiting and  supporting factors in carrying out their authority in the procurement of  goods/service? This research uses a normative juridical approach that is  supported by an empirical juridical approach. Data in this study were obtained  through literature reviews and interviews. The results shows that (1) Government  of Bandar Lampung City already has a Goods/Services Procurement Work Unit  (UKPBJ) with the nomenclature "Bandar Lampung City Goods/Services  Procurement Service" has the authority in the form of formulating personnel who  will occupy positions in BLPBJ, selecting PNS employees in the Bandar Lampung  City Government to be positioned in the BLPBJ organization as a Working Group  for procurement of goods / services, also formulating organizational positions,  organizational structure and budgeting for BLPBJ (2) In carrying out its  authority in the field of procurement of goods/services BLPBJ of Bandar  Lampung City has the task of carrying out preparations until the selection of  providers of goods / services procurement within the Bandar Lampung City  Government environment carried out by the Commitment Making Officials and  Working Groups. (3) The inhibiting factor of the Bandar Lampung City BLPBJ in  implementing their authority is because of inexistent Standard Operating  Procedure (SOP ) for Planning, Selection, and Contract Management.
