Every resident of   his village still has not registered a lot of land or obtained a certificate of land. One of the   efforts to increase the process of land registration refers to Government Regulation No. 24 of   1997 on Land Registration, as well as other government programs on land registration, such   as Complete Systematic Land Registration.  The problems in this research are: (1) What is the role of the headman in the land registration   process  for  the  first  time  in  the  Gedung  Batin  Village,  North  Sungkai  Sub-District,  North   Lampung Regency? (2) what factors are the obstacles to the role of the village head in the   land registration process for the first time? This study uses a normative juridical approach and   empirical jurisdiction with primary data and secondary data, where each data is obtained from   library and field research. Data analysis is done qualitatively.  The results of this  research  indicate: the role of the headman in the land registration process   for  the  first  time,  is  to  socialize  the  importance  of  land  registration,  check,  provide  legal   ownership of land owned by residents such as SKT, Waris, sporadic and provide documents   needed  in the land registration process such as  proof of PBB payments, minutes of village   elders and PTSL minutes.  Keyword : Headman, North Lampung    Kurangnya kesadaran mengenai pentingnya pendaftaran tanah masih jelas  terlihat   pada  masyarakat  Desa  Gedung  Batin  Kecamatan  Sungkai  Utara  Kabupaten   Lampung  Utara.  Dimana  setiap  warga  desanya  masih  belum  banyak  yang   mendaftarkan tanahnya atau memperoleh sertifikat tanah. Salah satu upaya untuk   peningkatan dalam proses  pendaftaran tanah mengacu pada Peraturan  Pemerintah   No 24 Tahun 1997 tentang Pendaftaran Tanah, serta program-program pemerintah   yang  lain  mengenai  pendaftaran  tanah,  seperti  Pendaftaran  Tanah  Sistematik   Lengkap.  Permasalahan  dalam  skripsi  ini  adalah:  (1)  Bagaimanakah  peran  kepala  desa   dalam  proses  pendaftaran  tanah  untuk  pertama  kali  di  Desa  Gedung  Batin   Kecamatan Sungkai  Utara kabupaten  Lampung  Utara ? (2) faktor-faktor apakah   yang menjadi penghambat  terhadap peran kepala desa dalam proses pendaftaran  tanah  untuk  pertama  kali  ?.  Penelitian  ini  menggunakan  pendekatan  yuridis   normatif  dan  yuridis  empiris  dengan  data  primer  dan  data  skunder,  dimana   masing-masing data diperoleh dari penelitian kepustakaan dan lapangan. Analisis   data dilakukan secara kualitatif.  Hasil  penelitian  ini  menunjukan:  peran  kepala  desa  dalam  prosese  pendaftaran   tanah untuk pertama kali, adalah mensosialisasikan pentingnya  pendaftaran tanah,   memeriksa,  memberikan legalitas  kepemilikan tanah yang dimiliki warga  seperti   SKT, Surat Waris, surat Pernyataan Penguasaan fisik (sporadik)  dan memberikan   surat-surat  yang  diperlukan  dalam  proses  pendaftaran  tanah  seperti  bukti   Pembayaran PBB, risalah tua-tua kampung dan risalah PTSL.
