The speaking test was used as the instrument. The students? speaking fluency improvements were measured in terms of speaking speed and word production by considering the speaking hesitation. The data were analysed by using repeated measure t-test in which the significance was determined by p{\ensuremath{<}}0.05 and hypothesis testing was computed using Statistical Package for Social Science (SPSS). The result of the research showed that t-value was higher than t-table (15.265 {\ensuremath{>}}1.6923). The results of computation of the value of two tailed significance is p=0.000 (p{\ensuremath{<}}0.05). It showed that the hypothesis was accepted that is, there is a significant improvement on students? speaking fluency after being taught by using 4/3/2 technique. Briefly, referring to the results above, it is concluded that the 4/3/2 technique can be applied to help the students at Senior High School level to develop their speaking fluency and it also recommended as a references to teach English in speaking class for other aspects.} }
