The Hit-and-Run accident which has caused one police officer to become victim
is a traffic accident where the perpetrator was not responsible, abandoned the
victim and not stopping his vehicles. This accident indicated that there are still
many drivers who are less cooperative when dealing with vehicle raids and traffic
discipline. The problems in this thesis are formulated as follows: What are factors
causing a hit-and-run that has caused a police officer to become a victim and how
is the effort to deal with a hit-and-run accident that has caused a police officer to
become a victim?
This study applied normative and empirical approaches. Data: literature study and
field study. Data analysis: qualitative. The informants in this study consisted of
Pesawaran Police Investigator, Pesawaran Police Traffic Unit and a Criminal
Law Academics at the Faculty of Law, University of Lampung.

The results of research and discussion showed that: The factors that cause a hit-
and-run consisted of two factors namely; personal factor, in this case the

negligence of the driver and the society assumption that a hit-and-run was just an
ordinary accident; situational factor, in which the perpetrator of the hit-and-run
accident tried to escape from his legal liability. Among the hit-and-run prevention
efforts, the Police Traffic Unit of Pesawaran applied pre-emptive efforts in form
of counseling and environmental development; while the preventive efforts were
carried out by conducting socialization, ticketing the perpetrators of traffic
violations, increasing police vehicle operations (raids) periodically, and installing
traffic signs along the road. While the repressive effort was to impose a
punishment against hit-and-run perpetrators.
The suggestion for this study is the need for public awareness to obey the rules of
the law and the applicable rules so that it can decrease the level of traffic
violations; and further to improve legal awareness in form of spreading
knowledge how to do an appropriate and correct traffic activity. Then the Police
Traffic Unit of Pesawaran should continue improving socialization and outreach

services to all levels of society regarding the appropriate and correct traffic
procedures and conduct the regular motor vehicle police operations (raids) that do
not meet the standards according to the applicable procedures or rules as well as
to provide education to every member of the police force not to carry out extortion
practices against traffic violations so the vehicle drivers will be more relax to face
the raid operation.
