Abuse  and  illicit  trafficking  increasingly  uncontrollable,  creating  the  National 
Narcotics  Agency  to  form  the  National  Narcotics  Agency  Province,  including 
Lampung Province BNN. BNN Lampung Province has tasks, functions, and the 
same authority with the National Narcotics Agency. The issues addressed in this 
research is how the  role of the National Narcotics Agency of Lampung Province 
in tackling abuse and illicit trafficking of narcotic drugs and what are the factors  -inhibiting  factors  as  well  as  the  achievement  of  the  National  Narcotics  Agency 
role in tackling penyahgunaan  Lampung Province and the illicit trafficking.This 
study uses qualitative research methods to number as many as 3 people infroman 
done by in-depth interviews.Based on the results of research and discussion, the 
role of the National Narcotics Agency of Lampung Province in tackling abuse and 
illicit  trafficking  is  done  through  the  role  of  normative  that  with  the 
implementation  of  the  program  Prevention  Combating  Drug  Abuse  and  Illicit 
Drugs  (P4GN)  and  the  role  of  ideal  that  with  the  implementation  of  the 
coordination with the police and agencies authorized. Factors inhibiting the role of 
the National Narcotics Agency of Lampung Province in tackling abuse and illicit 
trafficking,  the  law  enforcement  apparatus,  facilities  and  infrastructure  factors, 
environmental factors or the public.

Penyalahgunaan  dan  peredaran  gelap  narkotika  yang  semakin  tak  terkendali, 
membuat  Badan  Narkotika  Nasional  membentuk  Badan  Narkotika  Nasional 
Provinsi, termasuk BNN Provinsi Lampung. BNN Provinsi Lampung mempunyai 
tugas,  fungsi,  dan  wewenang  yang  sama  dengan  Badan  Narkotika  Nasional. 
Adapun  permasalahan  yang  dibahas  dalam  penelitian  ini  adalah  bagaimanakah 
peranan  Badan  Narkotika  Nasional  Provinsi  Lampung  dalam  menanggulangi 
penyalahgunaan dan peredaran gelap narkotika dan apakah yang menjadi faktor  -faktor  penghambat  serta  pencapaian  dari  peranan  Badan  Narkotika  Nasional 
Provinsi  Lampung  dalam  menanggulangi  penyahgunaan  dan  peredaran  gelap 
narkotika  tersebut.  Penelitian  ini  menggunakan  metode  penelitian  kualitatif 
dengan  jumlah  infroman  sebanyak  3  orang  yang  dilakukan  dengan  cara 
melakukan wawancara mendalam.  Berdasarkan hasil penelitian dan pembahasan, 
peranan  Badan  Narkotika  Nasional  Provinsi  Lampung  dalam  menanggulangi 
penyalahgunaan  dan  peredaran  gelap  narkotika  dilakukan  melalui  peranan 
normatif  yaitu  dengan  pelaksanaan  program  Pencegahan  Pemberantasan 
Penyalahgunaan  dan  Peredaran  Gelap  Narkoba  (P4GN)  dan  peranan  ideal  yaitu 
dengan pelaksanaan pelaksanaan koordinasi dengan pihak kepolisian dan instansi 
yang  berwenang.  Faktor-faktor  yang  menjadi  penghambat  peranan  Badan 
Narkotika Nasional Provinsi Lampung dalam menanggulangi penyalahgunaan dan 
peredaran  gelap  narkotika,  yaitu  faktor  penegak  hukum,  faktor  sarana  dan 
fasilitas, faktor lingkungan atau masyarakat.
