description: Abstrak Bahasa Indonesia :    Penelitian ini bertujuan untuk mengetahui pengaruh pengeluaran pemerintah sektor kesehatan (PP), sektor pendidikan (PK), dan jumlah penduduk miskin (K) terhadap indeks pembangunan manusia (IPM) di Provinsi Lampung. Data yang digunakan adalah data sekunder runtun waktu (time series) selama periode 2003-2012. Pengujian hipotesis digunakan dengan pendekatan uji asumsi klasik, hipotesis dan Ordinary Least Square (OLS) dengan menggunakan Eviews 4.1    Hasil analisis dari penelitian ini menunjukan bahwa variabel pengeluaran pemerintah sektor kesehatan dan sektor pendidikan berpengaruh positif dan signifikan terhadap indeks pembangunan manusia di Provinsi Lampung. Sedangkan variabel jumlah penduduk miskin tidak berpengaruh secara signifikan terhadap indeks pembangunan manusia di Provinsi Lampung. Dari penelitian ini selain memberikan hasil estimasi juga dapat menyimpulkan beberapa langkah kongkrit yang harus dilakukan pemerintah berkaitan dengan peningkatan pembangunan manusia. Untuk menunjang kualitas sumber daya manusia terutama dalam aspek kesehatan, pendidikan, dan pendapatan masyarakat yang lebih baik.    Kata Kunci : Pengeluaran Pemerintah Sektor Kesehatan dan Sektor Pendidikan, Jumlah Penduduk Miskin, dan Indeks Pembangunan Manusia.      ABSTRAC    T  his research was meant to  find out the influ  ence of government spending (  PP  ),  the hea  lth sector education sector (  PK  ), and number  of poor people (  K  ) again  st  human development index (  IPM  ) in lampung provincial.The data used is data  secondary runtun  time ( time series ) during a period of 2003  -  2012.  The testing of  hypotheses used with the approach of the classical, the assumption the hypothesis  and ordinary least square ( ols ) by using eviews 4.1  The analysis of this research showed that the variab  le government spending the  healt  h  sector and the education sector influential positive and significant impact  on human development index in lampung provincial.While poor people do not  affect the number of variables in a significant impact on human developm  ent  index in lampung provincial.  Besides giving the results of this research also can  conclude an estimation of some concrete steps that must be conducted by  government relatin  g to increase human development  t  o support the quality of  human resources especi  ally in the aspect of health education and better  community income  Keywords  :  The health sector, the expenses of government the education  sector, the expenses of government poor population, and the  human  development index  .
