abstract: Dalam rangka mengurangi permasalahan sengketa tanah serta pelayanan
pembuatan sertifikat tanah yang masih banyak kekurangan, Pemerintah melalui
Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional menetapkan
kebijakan Percepatan Pendaftaran Tanah Sistematis Lengkap (PTSL). Kecamatan
Gedong Tataan menjadi sasaran pelaksanaan program PTSL karena masih banyak
masyarakat yang belum memiliki sertifikat tanah. Harapannya melalui program
PTSL dapat meminimalisir terjadinya sengketa tanah dan mengubah paradigma
lama mengenai lamanya proses pengurusan sertifikat serta biaya yang mahal.
Penelitian ini bertujuan untuk melihat efektivitas pelaksanaan program
Pendaftaran Tanah Sistematis Lengkap (PTSL) dalam rangka kepemilikan
sertifikat hak milik di Kecamatan Gedong Tataan Kabupaten Pesawaran. Tipe
penelitian yang digunakan deskriptif dengan pendekatan kualitatif, dengan fokus
pada indikator efektivitas menurut (Sutrisno, 2007:125). Hasil penelitian
menunjukkan bahwa tujuan program PTSL sudah efektif hal tersebut dilihat dari
indikator pemahaman program sudah efektif karena terkait pemahaman biaya,
syarat serta prosedur tahapan PTSL secara keseluruhan masyarakat sudah
memahami. Indikator tepat sasaran sudah efektif karena program PTSL dapat
menjangkau sasarannya secara tepat. Indikator tepat waktu sudah cukup efektif
karena tahapan pelaksanaannya terjadwal dan pengambilan hasil sertifikat
sebagian besar sesuai waktu. Pada indikator tercapainya tujuan program sudah
efektif hal ini dikarenakan tercapainya target bidang tanah sesuai dengan hasil
sertifikat tanah karena tingginya antusias masyarakat. Indikator perubahan nyata
sudah cukup efektif karena adanya program PTSL masyarakat dapat memiliki
sertifikat hak milik atas tanah dengan proses yang lebih cepat, mudah dan murah.

In order to reduce the problem of land disputes and the service of making land
certificates which are still lacking, the Government through the Ministry of
Agrarian Affairs and Spatial Planning/National Land Agency has established a
policy of Accelerating Complete Systematic Land Registration (PTSL). Gedong
Tataan sub-district is the target of implementing the PTSL program because there
are still many people who do not have land certificates. The hope is that through
the PTSL program, it can minimize the occurrence of land disputes and change
the old paradigm regarding the length of the certificate processing process and the
high cost. This study aims to see the effectiveness of the implementation of the
Complete Systematic Land Registration (PTSL) program in the context of
ownership of property rights certificates in Gedong Tataan District, Pesawaran
Regency. The type of research used is descriptive with a qualitative approach,
focusing on indicators of effectiveness according to (Sutrisno, 2007: 125). The
results showed that the objectives of the PTSL program were effective, it was seen
from the indicators that the understanding of the program had been effective
because it was related to understanding the costs, requirements and procedures of
the PTSL stages as a whole, the community had understood. Targeted indicators
have been effective because the PTSL program can reach its targets correctly. The
timely indicator is quite effective because the implementation stages are
scheduled and most of the certificate results are taken on time. The indicators for
achieving program objectives have been effective, this is due to the achievement
of the target land parcels in accordance with the results of the land certificates due
to the high enthusiasm of the community. Indicators of real change are quite
effective because of the PTSL program, the community can have a certificate of
ownership of land with a process that is faster, easier and cheaper.
