abstract: Pengelolaan Aset Tetap Milik Daerah Pringsewu merupakan salah dari bentuk
Otonomi Daerah Pemerintah Kabupaten Pringsewu yang dilakukan oleh Badan
Pengelolaan Keuangan dan Aset Daerah (BPKAD) Pringsewu. Dalam melakukan
pengelolaan aset tetap tersebut dibutuhkan sistem dan pedoman dalam melakukan
pengelolaan agar aset milik daerah dapat dimanfaatkan secara maksimal untuk
kepentingan daerah yang dalam hal ini sistem dan pedoman dasar yang mejadi
acuan dalam melakukan pengelolaan adalah Peraturan Menteri Dalam Negeri
(Permendagri) No.19 Tahun 2016. Serta faktor-faktor pendukung proses
pengelolaan aset tetap milik daerah Pringsewu sehingga memperoleh opini
tertinggi yaitu Wajar Tanpa Pengecualian (WTP) dari Badan Pengawas Keuangan
Republik Indonesia (BPK-RI).
Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan proses
pengelolaan aset tetap pada tahap perencanaan, pengadaan, penggunaan &
pemanfaatan dan penghapusan aset tetap milik pemerintah Kabupaten Pringsewu.
Serta untuk mengidentifikasi dan mendeskripsikan factor-faktor pendukung dalam
keberhasilan Kabupaten Pringsewu dalam melakukan pengelolaan aset tetap.
Metode penelitian ini menggunakan metode penelitian deskriptif dengan
pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara,
dokumentasi, dan observasi. Hasil penelitian ini menunjukan bahwa dalam
melalukan pengelolaan aset tetap milik daerah kabupaten Pringsewu, BPKAD
Pringsewu telah melakukan upaya maksimal dan sesuai dengan prosedur siklus
pengelolaan sebagaimana diatur dalam Permendagri khususnya pada siklus
pengelolaan aset tahap perencanaan dan penganggaran, pengadaan, penggunaan
dan pemanfaatan serta penghapusan aset tetap milik daerah kabupaten Pringsewu.

Upaya tersebut dilihat dari capaian hasil opini WTP 6x berturut-turut dari BPK-
RI.

Pringsewu Regional Fixed Asset Management is one of the forms of Regional
Autonomy of Pringsewu Regency Government conducted by the Pringsewu
Financial and Asset Management Agency (BPKAD). In carrying out the
management of fixed assets, the system and guidelines are needed in managing so
that regional assets can be utilized to the maximum for the benefit of the region in
this case the system and basic guidelines that are the reference in conducting
management is regulation of the Minister of Home Affairs (Permendagri) No.19
of 2016. As well as supporting factors in the process of managing fixed assets
owned by pringsewu region so as to obtain the highest opinion, namely Fair
Without Exception (WTP) from the Financial Supervisory Board of the Republic
of Indonesia (BPK-RI).
This research aims to analyze and describe the process of managing fixed assets
at the stage of planning, procurement, use & utilization and elimination of fixed
assets owned by the government of Pringsewu Regency. As well as to identify and
describe supporting factors in the success of Pringsewu Regency in managing
fixed assets. This research method uses descriptive research method with
qualitative approach. Data collection is conducted with interviews,
documentation, and observations. The results of this study show that in
conducting the management of fixed assets belonging to the district of Pringsewu,
BPKAD Pringsewu has made maximum efforts and in accordance with the
management cycle procedures as stipulated in permendagri, especially in the
asset management cycle of the planning and budgeting stage, procurement, use
and utilization and elimination of fixed assets belonging to the pringsewu district.
The effort is seen from the achievement of WTP opinion results 6x in a row from
BPK-RI.
