Jenis penelitian dan pengembangan yang digunakan merujuk pada teori Borg \& Gall. Subjek penelitian ini peserta didik sebanyak 22 peserta didik. Data dikumpulkan menggunakan melalui lembar angket dan observasi. Analisis data menggunakan uji validitas dan uji reliabilitas Kelayakan teoritis instrumen asesmen portofolio berdasarkan pada penilaian dari 3 ahli yang memperoleh nilai rata-rata sebesar 85,38 pada kategori sangat baik. Kelayakan praktisi instrumen asesmen portofolio berdasarkan analisis butir soal angket pada uji validitas, reliabilitas,dan uji efektivitas. Berdasarkan hasil analisis instrumen asesmen portofolio berbasis karya tulis yang dikembangkan layak dan efektif untuk mengukur kemampuan berbahasa Indonesia tulis peserta didik. Kata kunci : Instrumen Asesmen Potofolio, Karya Tulis, Kemampuan Berbahasa Indonesia. abstract This study aims to develop an appropriate and effective written-based portfolio assessment instrument to measure the written Indonesian language skills of fourth graders in elementary school. The type of research and development used refers to the theory of Borg \& Gall. The subjects of this research were 22 students. Data were collected using a questionnaire and observation sheet. Data analysis used validity test and reliability test. The theoretical feasibility of the portfolio assessment instrument is based on the assessment of 3 experts who obtained an average score of 85.38 in the very good category. The feasibility of the practitioner of the portfolio assessment instrument based on the analysis of the questionnaire items on the validity, reliability, and effectiveness tests. Based on the results of the analysis of the written essay-based portfolio assessment instrument that was developed it is feasible and effective to measure students' written Indonesian language skills.
