description: Abstrak Bahasa Indonesia:    Kemacetan di Kota Bandar Lampung disebabkan oleh pertambahan jumlah  penduduk dan volume kendaraan yang meningkat dan tidak diimbangi dengan  lebar ruas jalan. Pemerintah memiliki wewenang untuk membuat kebijakan dalam  mengatasi kemacetan tersebut. Penelitian ini bertujuan untuk mendeskripsikan  latarbelakang kebijakan pembangunan jembatan laying (fly over) di Jalan Gajah  Mada Kota Bandar Lampung dan menjelaskan efektivitas kebijakan pembangunan  infrastruktur fly over dalam mengatasi kemacetan di Jalan Gajah Mada Kota  Bandra Lampung.  Penelitian ini termasuk penelitian kualitatif. Penelitian ini menggunakan metode  “purposive sampling”, yang dianggap tahu (key informan) dan dapat dipercaya  untuk menjadi sumber data dan mengetahui masalahnya secara mendalam.  Informan penelitian ini adalah Dinas Perhubungan Kota Bandar Lampung, Dinas  Pekerjaan Umum Kota Bandar Lampung dan Direktorat Lalu Lintas Polresta Kota  Bandar Lampung.  Hasil penelitian ini menunjukan bahwa kebijakan pembangunan jembatan laying  (fly over) yang dipilih pemerintah dari beberapa pilihan alternative lainnya yaitu  pelebaran jalan, perbaikan jalan, penambahan dan pembaharuan rambu lalulintas  dinilai sebagai kebijakan yang paling efektif mengatasi kemacetan di Jalan Gajah  Mada Kota Bandar Lampung, karena sejak adanya pembangunan jembatan laying  (fly over) kemacetan yang terjadi dijam-jam sibuk dapat terurai, waktu perjalanan  yang ditempuh menjadi lebih singkat, lalu lintas menjadi lebih teratur dengan baik  dan sebagainya.    Abstract Bahasa Inggris:    Congestion in the city of Bandar Lampung is caused by population growth and  increased traffic volume and not offset by the width of the road. The government  has the authority to make policy in addressing the congestion. This study ainmed  to escribe the background of infrastructure development policies fly over on the  road Gajah Mada Bandar Lampung city ang explain the effectiveness of  infrastructure development policies fly over in addressing congestion on the road  Gajah Mada Bandar Lampung.  This study includes qualitative. This study used (purposive sampling) method.  Which is considered out (key informants) and can be believed to be the source of  the data and know his problems in depth. The informants are transportation  agencies Bandar Lampung, public works agencies and directorates Bandar  Lampung.  The result of this study indicate that infrastructure development policies that fly  over in select government of some other alternative options it is widening  additional, road improvements and updates to the traffic signs in value as the  most effective policies to overcome bottlenecks in Gajah Mada street Bandar  Lampung city because since his existing fly over infrastructure bottlenecks that  occur in the hours can be decomposed travel time which is taken into shorter,  traffic becomes more organized well and as his.
