%X ABSTRAK    KESIAPAN PEMERINTAH DESA DALAM PENERAPAN SMART VILLAGE DI PROVINSI LAMPUNG TAHUN 2021        Oleh        Bambang Kurniawan        Perkembangan  teknologi  di  Indonesia  sangat  pesat  pada  zaman  sekarang. Sehingga teknologi menjadi sebuah kebutuhan yang harus dimiliki setiap orang. Seperti teknologi informasi  yang dapat dimanfaatkan setiap masyarakat untuk kebutuhan sehari-hari. Oleh karena itu, Pemerintah Provinsi Lampung melalui Peraturan Gubernur Provinsi Lampung No. 36 Tahun 2020 menciptakan layanan yang efektif dan efisien dengan memanfaatkan teknologi informasi yang disebut Smart  Village.  konsep  e-government  yang  dikemas  menjadi  program  Smart Village ini adalah pemberian pelayanan publik yang bersifat good governance. Dimana semua aspek-aspek yang terkandung dalam good governance tercermin dalam e-government. Dalam penelitian kali ini akan di fokuskan pada kesiapan pemerintah desa dalam upaya penerapan program smart village. Peneliti menggunakan jenis penelitian deskriptif kualitatif dengan menggunakan Konsep Kesiapan atau faktor sukses penerapan E-Government dari Indrajit yang dibagi menjadi tiga elemen yaitu: Support, Capacity dan Value. Peneliti melakukan penelitian di 13 atau 10% desa yang menjadi lokus  smart village di Provinsi Lampung. Pada indikator pertama yaitu support menunjukan bahwa dukungan dari   pemerintah   desa,   masyarakat   maupun   Dinas   PMDT   belum   optimal. Kemudian untuk elemen Capacity terkait kapasitas aparatur desa masih ditemukan desa  yang masih  bermasalah  pada  kualitas SDM.  Ketiga,  pada  elemen  Value dalam penerapan program smart village tentu memberikan manfaat kemudahan pelayanan bagi masyarakat dan pemerintah dengan catatan pemerintah dan masyarakat desa tersebut telah siap dalam pelaksanaan program ini, namun faktanya menunjukan bahwa masih terdapat desa lokus yang belum menerapkan program Smart Village dengan berbagai kendala yang dihadapi.    Kata kunci: E-Government, Pelayanan Publik, Kesiapan Pemerintah Desa.       ABSTRACT        READINESS OF THE VILLAGE GOVERNMENT IN THE IMPLEMENTATION OF SMART VILLAGE IN LAMPUNG PROVINCE IN 2021        By        Bambang Kurniawan    The development of technology in Indonesia is very fast today. So that technology becomes a necessity that must be owned by everyone. Such as information technology that can be used by every community for their daily needs. Therefore, the Lampung Provincial Government through Lampung Province Governor Regulation No. 36 of 2020 to create effective and efficient services by utilizing information technology called Smart Village.concept of e-government which is packaged into the Smart Village is the provision of public services that are good governance. Where all aspects contained in good governance reflected in e- government. In this study, the focus will be on the readiness of the village government to implement the smart village. The researcher uses descriptive qualitative research using the concept of Readiness or success factors for the implementation of E-Government from Indrajit which is divided into three elements, namely: Support, Capacity and Value. Researchers conducted research in 13 or 10% of villages that became the locus smart villages in Lampung Province.first indicator, namely support shows that the support from the village government, the community and the PMDT Service has not been optimal. Then for the Capacity related to the capacity of the village apparatus, there are still villages that are still having problems with the quality of human resources. Third, the Value in the implementation of the smart village certainly provides benefits for the convenience of services for the community and government provided that the government and the village community are ready to implement this program, but the facts show that there are still locus villages that have not im plemented the Smart Village with various obstacles faced.
