        abstract = {Peresmian jalan Tol Trans Sumatra (JTTS) ruas bakauheni-terbanggi besar pada jumat 8 maret 2019 menjadikan laju lalu lintas lebih efektif. Jalan tol sepanjang 143 kilometer itu membuat banyak kendaraan yang turun dari kapal di pelabuhan bakauheni sebagian besar langsung masuk ke jalan tol. Tentu hal ini banyak menimbulkan banyak dampak positif maupun negatif. Dampak positifnya yaitu laju lalu lintas lebih lancar dan efektif. Salah satu dampak negative pembangunan jalan tol Bakauheni-Terbanggi Besar adalah menurunnya pendapatan UMKM masyarakat salah satunya yang ada di jalan lintas tengah Sumatera. Menurunnya pendapatan disebabkan menurunnya volume kedaraan yang melintas. Oleh karena itu Pemerintah Kabupaten Lampung Tengah melalui Dinas Koperasi dan UMKM Kabupaten Lampuug tengah meluncurkan program Aplikasi UMKM Berjaya. Sebuah aplikasi digital yang dapat mempertemukan penjual dan pembeli dan dilanjutka dengan transaksi. Yang tentu tujuan program ini adalah meningkatkan perekonomian kerakyatan dalam hal ini adalah UMKM di Kabupaten Lampung Tengah Khususnya Kelurahan Yukum Jaya atau yang terdampak jalan tol. Program ini di evaluasi menggunakan teori evaluasi kebijakan oleh William dunn. Efektivitas aplikasi ini dalam cukup efektif namun masih banyak yang harus ditambah dan diperbaiki seperti menu pembayaran dan lain-lain, efisiensi aplikasi ini cukup dikarenakan masih belum massif dan menyeluruhnya sosialisasi aplikasi, kecukupan program ini cukup menyelesaikan masalah jika pengguna aplikasi sudah mencapai target yag di tentukan namun sayangnya belum mencapai target, perataan program ini belum menyeluruh dikarenakan sosialsisasi dan pendampingan yang belum massif, responsifitas dari program ini cukup karena banyak menu yang harus di buat otomatis agar pengguna lebih banyak dan nyaman, ketepatan program ini tentu tepat dikarenakan era digital seperti saat ini. Diharapkan pemerintah terus fokus dalam pengembagan aplikasi ini seperti massif dan menyeluruh dalam sosialisasi terus melakukan maintenanceagar semakin mudah aplikasi ini digunakan serta di damping dengan pembinaan dan pelatihan kepada UMKM di kabupaten lampung tengah khususnya dan pada para pengguna dan calon pengguna aplikasi pada umumnya agar tujuan maju da berkembangnya UMKM Kabupaten Lampung Tengah dapat tercapai.

The inauguration of the Trans Sumatra Toll Road (JTTS) for the Bakauheni-Terbanggi Besar section on Friday, March 8, 2019, made traffic rates more effective. The 143-kilometer-long toll road makes most of the vehicles that get off the ship at the Bakauheni port directly enter the toll road. Of course this has many positive and negative impacts. The positive impact is that the traffic rate is smoother and more effective. One of the negative impacts of the construction of the Bakauheni-Terbanggi Besar toll road is the decline in the income of the community's Small and Medium Enterprises, one of which is on the Central Sumatran highway. The decrease in income was due to a decrease in the volume of passing vehicles. Therefore, the Central Lampung District Government through the Lampung District Cooperative and Small and Medium Enterprises Service is launching the UMKM Berjaya Application program. A digital application that can bring together sellers and buyers and proceed with transactions. Of course, the aim of this program is to improve the people's economy, in this case, Small and Medium Enterprises in Central Lampung Regency, especially Yukum Jaya Village or those affected by toll roads. This program is evaluated using policy evaluation theory by William Dunn. The effectiveness of this application is quite effective but there are still many things that need to be added and improved such as payment menus and others, the efficiency of this application is sufficient because it is still not massive and comprehensive socialization of the application, the adequacy of this program is enough to solve the problem if the application user has reached the target set but unfortunately it has not reached the target, this program alignment has not been comprehensive due to the lack of massive socialization and assistance, the responsiveness of this program is sufficient because many menus must be created automatically so that more and more users are comfortable, the accuracy of this program is certainly right because of the digital era like today . It is hoped that the government will continue to focus on developing this application, such as massive and thorough socialization, continuing to carry out maintenance so that it is easier for this application to be used and accompanied by guidance and training for Small and Medium Enterprises in Central Lampung district in particular and on users and prospective application users in general so that goals are advanced. and the development of Small and Medium Enterprises in Central Lampung Regency can be achieved.
