%X Permasalahan sampah semakin mengkhawatirkan di Provinsi Lampung yakni disebabkan meningkatnya Volume Sampah dan belum ada teknologi yang dapat mengelola Sampah di  Provinsi  Lampung  secara  tuntas.  Hal  ini  menjadi  awal gagasan  Waste  to  Energy  berupa  Pembangunan  PLTSA  Regional  Lampung sebagai solusi mengatasi permasalahan sampah di Provinsi Lampung.  Penelitian ini bertujuan untuk mendeskripsikan  proses dan tahapan Formulasi Kebijakan Pembangunan Pembangkit Listrik Tenaga Sampah (PLTSA) Regional Lampung dan mengetahui kendala implementasi PLTSA Regional Lampung. Penelitian deskriptif kualitatif ini diperoleh melalui wawancara dengan 7 informan dan menganalisis data dari hasil wawancara, dokumentasi, dan observasi yang dipilah sesuai aspek formulasi kebijakan pembangunan Pembangkit Listrik Tenaga Sampah (PLTSA) Regional Lampung. Hasil penelitian menunjukan bahwa Kebijakan Pembangunan Pembangkit Listrik Tenaga Sampah (PLTSA) Regional Lampung, telah melalui beberapa tahap dalam formulasi kebijakan mulai dari perumusan masalah, agenda kebijakan dan pemilihan alternatif kebijakan, namun Kebijakan Pembangunan PLTSA Regional Lampung ini belum disahkan/ditetapkan melalui peraturan daerah, sehingga belum dapat diimplementasikan. Kendala implementasi pada Kebijakan Pembangunan Pembangkit Listrik Tenaga Sampah Regional Lampung yaitu belum adanya regulasi,   keterbatasan   anggaran,   perubahan   kebijakan   (policy   change)  dan pandemi covid-19 di indonesia.

The  waste  problem  is  increasingly  worrying  in  Lampung  Province,  which  is caused by the increasing volume of waste and there is no technology that can completely manage waste in Lampung Province. This was the beginning of the waste to energy idea in the form of the Lampung Regional PLTSA development as  a  solution  to  addressing  waste  problems  in  Lampung  Province.This  study aimed to describe the process and stages of the policy formulation of waste to energy (PLTSA) in Lampung region and to find out the obstacles to the implementation of the Lampung Regional PLTSA. This descriptive qualitative research was obtained through interview with 7 informants and analyzing data from the interview, documentation, and observation which were sorted according to the aspects of the process and stages of policy formulation of waste to energy (PLTSA) development in Lampung region. The results of the study showed that the development of policy formulation of waste to energy (PLTSA) in Lampung region  has  gone  through  several  stages  in  policy  formulation  starting  from problem formulation, policy agenda and policy alternative selection, however, the Lampung regional PLTSA development policy has not been ratified through regional regulations, so it cannot be implemented yet. Implementation constraints on the Lampung regional waste to energy policy are the absence of regulations, budget constraints, policy changes and the Covid-19 pandemic in Indonesia.
