abstract: Kesejahteraan nelayan sangat bergantung pada sumberdaya pesisir dan laut.
Tingkat kesejahteraan dapat dilihat dari Indeks Pembangunan Manusia (IPM)
yaitu tingkat perekonomian, pendidikan dan kesehatan. Tujuan penelitian ini
untuk mengetahui kondisi kesejahteraan nelayan dan implementasi kebijakan di
Desa Muara Gading Mas Kecamatan Labuhan Maringgai Kabupaten Lampung
Timur. Pengumpulan data pada penelitian dilakukan menggunakan metode
wawancara kuisioner dan wawancara mendalam. Analisis data menggukan
metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kondisi
kesejahteraan nelayan di desa tersebut harus ditingkatkan. Implementasi berkaitan
dengan kebijakan belum optimal, ditandai dengan kurangnya sarana dan prasarana
pendidikan serta kesejahteraan di wilayah tersebut. Hal tersebut mendorong
pemerintah untuk melakukan evaluasi berkaitan dengan kebijakan baik itu
pemerintah pusat maupun pemerintah daerah tentang indikator kesejahteraan
rakyat yaitu tingkat kesehatan, pendidikan dan juga perekonomian. Kolaborasi
antar stakeholder penting untuk dilakukan guna mendorong percepatan
pembangunan di wilayah pesisir. Selain itu, Pemerintah Kabupaten Lampung
Timur melalui Dinas Kelautan dan Perikanan harus melakukan kajian analisis
implementasi kebijakan dan program sesuai dengan kajian teoritis dan praktis
yang ada di wilayah pesisir Muara Gading Mas.

abstract

The welfare of fishermen is very dependent on coastal and marine resources. The
level of welfare can be seen from the Human Development Index (IPM), namely
the level of the economy, education and health. The purpose of this study was to
determine the condition of fishermen's welfare and implementation of policies in
Muara Gading Mas Village, Labuhan Maringgai District, East Lampung Regency.
Data collection in this study was carried out using questionnaire interviews and
in-depth interviews. Data analysis uses a qualitative descriptive method. The
results of the research show that the condition of fishermen's welfare in the village
must be improved. Implementation related to policies has not been optimal,
marked by a lack of educational and welfare facilities and infrastructure in the
region. This prompted the government to carry out evaluations related to policies,
both the central government and regional governments, regarding indicators of
people's welfare, namely the level of health, education and also the economy.
Collaboration between stakeholders is important to do in order to accelerate
development in coastal areas. In addition, the East Lampung Regency
Government through the Maritime Affairs and Fisheries Service must carry out an
analysis of the implementation of policies and programs in accordance with
theoretical and practical studies in the coastal area of Muara Gading Mas.
