"Kudeta pihak militer yang terjadi di Myanmar pada 1962 hingga 2011\r\nmemberikan dampak terhadap dunia pendidikan, salah satunya yaitu tenaga\r\npengajar. United Nations Educational, Scientific, and Cultural Organization\r\n(UNESCO) merupakan organisasi yang memiliki mandat pada sektor pendidikan,\r\nmenjadi harapan dunia internasional khususnya dalam upaya dan bantuan terhadap\r\nnegara-negara sebagai penangan permasalahan pendidikan. Program\r\nStrengthening Pre-Service Teacher Education in Myanmar (STEM) oleh\r\nUNESCO dilaksanakan dalam upaya organisasi tersebut untuk membantu\r\npemerintah Myanmar untuk memperbaiki sektor pendidikan khususnya sistem\r\npendidikan tenaga pengajar di Myanmar.\r\nPenelitian ini bertujuan untuk mendeskripsikan dan menganalisa peranan\r\nUNESCO dalam membantu pencapaian SDG 4.c di Myanmar dengan\r\nmenggunakan metode penelitian deskriptif pendekatan kualitatif. Penggunaan\r\nkonsep peranan dan organisasi internasional untuk menganalisa peranan UNESCO\r\ndalam menangani permasalahan sistem pendidikan tenaga pengajar di Myanmar\r\ndan strategi indikatif deklarasi Incheon untuk mengetahui berjalannya peranan\r\nUNESCO dalam membantu pencapaian pembangunan berkelanjutan 2030 di\r\nMyanmar.\r\nHasil penelitian ini menunjukan bahwa UNESCO dalam peranannya\r\nsebagai organisasi internasional yang berkecimpung pada sektor pendidikan.\r\nBerjalannya peranan UNESCO berdasarkan strategi indikatif pada deklarasi\r\nIncheon belum terlaksana sepenuhnya. Peranan sebagai organisasi internasional\r\nsebagai Delegated Authority dan Expert Authority sudah dilakukan oleh UNESCO\r\nsedangkan Moral Authority tidak dilakukan untuk periode 2014 hingga 2020.\r\nKata Kunci: UNESCO, SDG 4.c, Peranan, Organisasi Internasional, Myanmar\r\n\r\nThe military coup that occurred in Myanmar from 1962 to 2011had an impact on\r\neducation in Myanmar, one of which was teachers. The United Nations\r\nEducational, Scientific, and Cultural Organization that has mandate in the\r\neducation sector, which is the hope of international world, especially in efforts and\r\nassistance to countries as handlers of educational problems. The Strengthening Pre-\r\nService Teacher Education in Myanmar (STEM) programme by UNESCO is\r\nimplemented as the organization’s efforts to help the Myanmar Government to\r\nimprove the education sector, especially the teacher education system in Myanmar.\r\nThis study aims to describe and analyze the role of UNESCO in assisting the\r\nachievement of SDG 4.c in Myanmar by using a descriptive qualitative research\r\nmethod. Using the role concept and theory of international organization to analyze\r\nthe role of UNESCO in dealing with the problems of the teacher education system\r\nin Myanmar and the indicative strategy of the Incheon Declaration to find out the\r\nrole of UNESCO in helping achievement of sustainable development 2030 in\r\nMyanmar. The result of this study shows that UNESCO has carried out its role as\r\nan international organization working in the education sector. UNESCO is\r\nassisting the government of Myanmar to achieve SDG 4.c in the country based on\r\nthe indicative strategy in the Incheon Declaration, although it has not been fully\r\nimplemented.
