This research is classified as a Research and Development (R \& D) study. The participants of this study were thirty two seventh-grade students of SMP Yapindo, the English teacher, and English education program lecturers of Lampung University. The data were obtained through questionnaires and interviews. Firstly, the questionnaires were distributed to the teacher and students to find out their learning needs. The interview was done to find out the teacher?s opinion about PBL and its implementation. Secondly, the questionnaires were distributed to the teacher and lecturers to find out their judgment regarding the developed supplementary reading materials based on PBL. The interview was carried out to investigate students? opinion regarding the developed materials. The findings imply that the supplementary reading materials based on PBL is needed to be developed by considering some aspect such as target needs, learning needs, general opinion and views about learning material, topics and activities, difficulties in reading, opinion about PBL, the use of PBL in institution, possible benefit in learning English through PBL, opinion in integrating project work with existing instructional materials, the implementation of PBL at the current level of the students, and PBL compatibility with the curriculum. Nevertheless, the other finding shows that the developed supplementary reading materials based on PBL is strongly appropriate for the seventh-grade students. In short, the developed supplementary reading materials based on PBL is developed by considering the learning needs of the teacher and students and teacher?s opinion regarding PBL, its benefit and implementation. Additionally, the developed supplementary reading materials based on Project-Based Learning is strongly appropriate for teaching reading especially to seventh-grade students.
