N2  - orang tua/keluarganya dengan berbagai alasan membuat anak tidak mendapatkan
hak-hak untuk tumbuh kembang, pendidikan maupun pelayanan kesehatan secara
wajar. Program penanganan anak terlantar pada 2019, 2020 dan 2021 menujukkan
bahwa sudah cukup menujukkan keberhasilan yang signifikan dengan banyaknya
anak yang berhasil memberdayakan dirinya untuk masuk ke perguruan tinggi
maupun pekerjaan. Penelitian ini bertujuan untuk mengetahui implementasi
program penanganan anak terlantar pada UPTD PSAA Budi Asih Dinas Sosial
Provinsi Lampung.
Metode penelitian yang digunakan adalah penelitian kualitatif dengan tipe
deskriptif dan berfokus pada teori implementasi kebijakan dari George C. Edward
III, yakni melihat keberhasilan implementasi dari variabel komunikasi, sumber
daya, disposisi, dan struktur birokrasi. Teknik pengumpulan data berupa teknik
observasi, wawancara, dan dokumentasi.
Hasil penelitian yang telah ditemukan dalam program penanganan anak
terlantar khususnya pada sub program perlindungan, sub program pengasuhan,
dan sub program pelayanan sosial telah terimplementasi dengan baik dengan
terpenuhinya informasi yang didapatkan baik oleh anak dan implementor program
secara jelas, terpenuhinya watak dan karakteristik yang baik/tegas oleh
implementor program dalam memberikan pelayanan kepada anak, serta
tersistematisnya pelaksanaan kegiatan yang berdasar pada standar operasional
prosedur terkait prosedurnya, waktunya, maupun pengawasannya pada saat
pelaksanaan kegiatan. Namun, pada masing-masing sub program belum
terpenuhinya pada aspek sumber daya baik secara kelayakan maupun jumlah
barang/nominalnya untuk menunjang pelaksanaan kegiatan program penanganan
anak terlantar di masing-masing sub program.

Children who are neglected either intentionally or unintentionally by their
parents/family for various reasons prevent the child from getting the rights to
proper development, education and health services. The neglected children
handling program in 2019, 2020 and 2021 shows that it has shown significant
success with many children succeeding in empowering themselves to enter
college or work. This study aims to determine the implementation of the neglected
children handling program at the UPTD PSAA Budi Asih Social Service of
Lampung Province.
The research method used is qualitative research with a descriptive type and
focuses on the theory of policy implementation from George C. Edward III,
namely looking at the successful implementation of the variables of
communication, resources, dispositions, and bureaucratic structures. Data
collection techniques in the form of observation techniques, interviews, and
documentation.
The results of research that have been found in neglected children handling
programs, especially in the protection sub-program, parenting sub-program, and
social service sub-program have been implemented properly by fulfilling the
information obtained by both the child and the program implementor clearly,
fulfilling good character and characteristics/ strictly by the program implementor
in providing services to children, as well as the systematic implementation of
activities based on standard operating procedures regarding the procedures,
timing, and supervision during the implementation of activities. However, each
sub-program has not been fulfilled in terms of resources both in terms of
eligibility and the amount of goods/nominal to support the implementation of
neglected children handling program activities in each sub-program.
