abstract: Guna memastikan limbah B3 vaksinasi Covid-19 di kelola sesuai prosedur,
Lembaga Ombudsman sebagai badan pengawas penyelenggaraan pelayanan
publik, melakukan pengawasan berbentuk pencegahan maladministrasi disejumlah
daerah. Di Provinsi Lampung, pengawasan pengelolaan limbah B3 vaksinasi
Covid-19 dilakukan oleh Lembaga Ombudsman RI Perwakilan Lampung. Tujuan
dari penelitian ini untuk mengetahui hasil dan kendala pengawasan yang
dilakukan oleh Lembaga Ombudsman RI Perwakilan Lampung terhadap
pengelolaan limbah B3 vaksinasi Covid-19 tahun 2021 di Provinsi Lampung. Data
penelitian diperoleh dari data primer dan sekunder dengan menggunakan metode
penelitian deskriptif. Fokus pada penelitian ini adalah indikator pengawasan
efektif menurut T.Handoko dalam Sulistio yang terdiri dari 10 indikator yakni,
akurat, tepat waktu, obyektif dan menyeluruh, terpusat pada titik-titik pengawasan
strategik, realistik secara ekonomis, realistik secara organisasional, terkoordinasi
dengan aliran organisasi, fleksibel, bersifat sebagai petunjuk, diterima para
anggota organisasi. Selanjutnya fokus penelitian ini untuk melihat kendala yang
dihadapi oleh Lembaga Ombudsman RI Perwakilan Lampung dalam melakukan
pengawasan. Hasil penelitian menunjukan 6 dari 10 indikator pengawasan efektif
terpenuhi yakni, terpusat pada titik-titik pengawasan strategik, realistik secara
ekonomis, realistik secara organisasional, terkoordinasi dengan aliran organisasi,
bersifat sebagai petunjuk, diterima para anggota organisasi. Dan 4 indikator yang
belum terpenuhi yakni akurat, tepat waktu, obyektif dan menyeluruh dan fleksibel.
Tidak terpenuhinya 4 indikator tersebut disebabkan oleh kendala yang dihadapi
Lembaga Ombudsman RI Perwakilan Lampung dalam proses pengawasan, baik
kendala internal maupun eksternal.

In order to ensure that B3 waste from Covid-19 vaccination is managed
according to procedures, the Ombudsman Institution, as the supervisory body for
the implementation of public services, carries out supervision in the form of
preventing maladministration in a number of regions. In Lampung Province,
supervision of the management of the Covid-19 vaccination B3 waste is carried
out by the Indonesian Ombudsman Institute for the Lampung Representative. The
aim of this research is to determine the results and obstacles to supervision
carried out by the Indonesian Ombudsman Institution, Lampung Representative,
regarding the management of B3 waste for the Covid-19 vaccination in 2021 in
Lampung Province. The research data was obtained from primary and secondary
data using descriptive research methods. The focus of this research is indicators
of effective supervision according to T.Handoko in Sulistio which consists of 10
indicators, namely, accurate, timely, objective and comprehensive, centered on
strategic monitoring points, economically realistic, organizationally realistic,
coordinated with organizational flow, flexible, is as a guide, accepted by members
of the organization. Furthermore, the focus of this research is to look at the
obstacles faced by the Lampung Representative of the Republic of Indonesia
Ombudsman Institution in conducting supervision. The research results showed
that 6 out of 10 indicators of effective supervision were met, namely, focused on
strategic supervision points, economically realistic, organizationally realistic,
coordinated with organizational flow, acting as a guide, accepted by members of
the organization. And the 4 indicators that have not been met are accurate, timely,
objective, comprehensive and flexible. The failure to fulfill these 4 indicators was
caused by obstacles faced by the Indonesian Ombudsman Institution, Lampung
Representative, in the supervision process, both internal and external.
