%T PERAN UNDERCOVER BUY DALAM PENANGKAPAN PELAKU TINDAK PIDANA NARKOTIKA OLEH PIHAK KEPOLISIAN (Studi di Direktorat Reserse Narkoba Polda Lampung) 
%X Pembelian terselubung (undercover buy) menjadi salah satu upaya kepolisian dalam mengungkap tindak pidana narkotika di Indonesia. Pembelian terselubung (undercover buy) diatur dalam Pasal 75 huruf (j) Undang-Undang Nomor 35 Tahun
2009 tentang Narkotika dan Peraturan Kepala Kepala Badan Reserse Kriminal Polri Nomor 1 Tahun 2022 tentang Standar Operasional Prosedur Penyelidikan dan Penyidikan Tindak Pidana. Dalam pelaksanaan operasinya diperlukan koordinasi antara penegak hukum dan masyarakat selaku informan. Upaya pembelian terselebung (undercover buy) diharapkan dapat memberantas tindak pidana narkotika guna melahirkan generasi penerus bangsa. Permasalahan dalam penelitian ini adalah :    1) Bagaimana peran Ditresnarkoba Polda Lampung dalam melaksanakan undercover buy dalam penangkapan pelaku tindak pidana narkotika?
2) Apa saja faktor-faktor penghambat dalam pelaksanaan pembelian terselubung atau undercover buy?

Penelitian ini menggunakan pendekatan yuridis empiris normatif. Pengumpulan data dilakukan dengan studi literatur dan melalui wawancara dengan narasumber yang terdiri dari informan Direktorat Reserse Narkoba Polda Lampung dan Badan Narkotika Nasional Provinsi Lampung yang menjadi penyidik dalam penanganan tindak pidana narkotika. Pengolahan data dalam penelitian ini menggunakan analisis deskriptif kualitatif.

Hasil penelitian ini menunjukkan bahwa upaya pembelian terselubung (undercover buy) sudah efektif pelaksanaannya sehingga dapat memutus beberapa jaringan gelap narkotika, namun masih perlu ditingkatkan lagi. Ditemukan adanya kendala dalam pelaksanaan upaya pembelian terselubung (undercover buy) mulai dari 
rendahnya kesadaran masyarakat untuk melaporkan penyalahgunaan narkotika di sekitar mereka, minimnya sumber daya manusia yang mahir dalam pelaksanaan pembelian terselubung, minimnya sarana dan fasilitas untuk menunjang pelaksanaan secara maksimal, serta minimnya anggaran yang secara khusus dialokasikan pada upaya tersebut sehingga pelaksanaan pembelian terselubung belum sepenuhnya optimal meskipun sudah berjalan dengan efektif dan sudah mencapai target yang diharapkan.

Covert purchases or undercover buy is one of the police?s efforts to uncover
narcotics crimes in Indonesia. Undercover buy are regulated in Law Number 35 of
2009 concerning Narcotics and Regulation of the Head of the National Police?s Criminal Investigation Agency Number 1 of 2022 concerning Standard Operational Procedures for Criminal Investigations and Investigations. In operational implementation, coordination is required between law enforcement and the community as informants. It is hoped that undercover buying efforts can eradicate narcotics crimes in order to give birth to the nation?s next generation. The problem in this research are : 1) What is the role of the Lampung Police Narcotics Directorate in carrying out undercover buys in arresting narcotics criminals? 2) What are the inhibiting factors in carrying out hidden purchases or undercover buys?

This research uses an normative empirical juridical approach. Data collection was carried out using an interview system with sources consisting of informants from the Lampung Police Narcotics Research Directorate and the Lampung Province National Narcotics Agency who are investigators in handling narcotics crimes. Data processing in this research uses qualitative descriptive analysis.

The results of this research show that undercover buying efforts have been implemented effectively so that they can break up several illegal narcotics networks, but they still need to be improved. It was found that there were obstacles in implementing undercover buying efforts, starting from the low level of public awareness of reporting narcotics abuse around them, the lack of human resources who are skilled in carrying out hidden purchases, the lack of facilities and facilities 
to support maximum implementation, and the lack of sufficient budget. specifically allocated to these efforts so that the implementation of hidden purchases is not yet fully optimal even though it has been running effectively and has achieved the expected targets.
