Tujuan penelitian ini untuk menganalisis kelembagaan Kelompok Usaha Bersama, memetakan hubungan antar stakeholder dan merumuskan strategi pengelolaan usaha penangkapan rajungan berkelanjutan di Kampung Kuala Teladas, Kabupaten Tulang Bawang. Penelitian ini adalah penelitian kualitatif, pengumpulan data dilakukan dengan wawancara mendalam, pengamatan terlibat, diskusi kelompok terfokus dan studi dokumentasi. Data dianalisis dengan mengkaji kelembagaan kelompok usaha bersama dan analisis stakeholder menggunakan metode Mactor. Hasil penelitian menunjukkan bahwa Kelompok Usaha Bersama berperan penting sebagai wadah kolektif bagi nelayan untuk berdiskusi, berbagi informasi, dan mengakses sumber daya rajungan. Terdapat 11 aktor kunci dan 5 tujuan dimana Tim Pengelolaan Perikanan Rajungan Berkelanjutan dan Dinas Kelautan dan Perikanan Provinsi Lampung merupakan aktor dengan pengaruh terkuat. Pemerintah desa, penyuluh perikanan dan LSM Mitra Bentala berperan penting sebagai aktor sentral yang menjembatani kepentingan berbagai pihak. Nelayan menunjukkan tingkat divergensi dan ambivalensi tertinggi. Kebijakan penangkapan rajungan sesuai kriteria ukuran, peningkatan kesejahteraan nelayan, serta sosialisasi dan pengawasan memiliki tingkat mobilisasi tertinggi. Kebijakan pengendalian penangkapan berbasis kuota mendapat penentangan signifikan dari nelayan, pembina, dan kelompok usaha bersama. Peningkatan kapasitas kelembagaan nelayan, koordinasi dan kolaborasi dalam implementasi kebijakan yang dilakukan secara berjenjang dengan melibatkan semua stakeholder menjadi kunci untuk mendukung keberlanjutan usaha penangkapan rajungan yang berkelanjutan. The blue swimming crab fishing effort faces sustainability challenges due to its characteristics as a common property resource there are the competitions between actors. This study aims to analyze the institution structure of the Joint Business Group, analyze the interaction and mapping of the relationships between stakeholders, and formulate a management strategy for sustainable blue swimming crab fishing effort in Kuala Teladas Village, Tulang Bawang Regency. This research was a qualitative study whose data collection was carried out through in-depth interviews, participant observation, focus group discussion, and documentation study. Data were analyzed to examine the institution and organization structure of the group and stakeholders analysis using the Mactor method. The study results show that the Joint Business Group is vital as a collective forum for fishermen to discuss, share information, and access blue swimming crab resources. There were 11 key actors and 5 objectives where the Sustainable Blue Swimming Crab Fisheries Management Team and Marine and Fisheries Service of Lampung Province are the actors with the strongest influence. Village government, fisheries extension and NGO Mitra Bentala played an important role as a central actor that bridges the objectives of stakeholders. Fishermen show the highest levels of divergence and ambivalence. The blue swimming crab fishing policy according to size criteria, improving fishermen's welfare, and socialization and supervision had the highest level of mobilization. The quota-based fishing control policy has received significant opposition from fishermen, businessmen, and joint business groups. Increasing the institutional capacity of fishermen, collaboration, and coordination in implementing policies carried out in stages by involving all stakeholders were the keys to supporting the sustainability of sustainable blue swimming crab fishing efforts.
