KEBIJAKAN PEMERINTAH TIONGKOK TERHADAP ETNIS

UYGHUR TAHUN 2014-2022
%X Etnis Uyghur mengalami diskriminasi dari Pemerintah Tiongkok.
Kemudian terdapat sebuah organisasi diaspora yaitu World Uyghur Congress
(WUC) yang melakukan advokasi atas tindakan diskriminasi yang dialami oleh
Etnis Uyghur.
Penelitian ini bertujuan mendeskripsikan advokasi World Uyghur
Congress (WUC) dalam menanggapi kebijakan Pemerintah Tiongkok terhadap
Etnis Uyghur pada tahun 2014-2022. Penelitian ini menggunakan konsep INGO
(International Non-Government Organization) dan HAM (Hak Asasi Manusia).
Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Penulis
melakukan teknik analisis data dengan kondensasi penyajian data mengenai isu
diskriminasi etnis Uyghur oleh Pemerintah Tiongkok.
Hasil penelitian menunjukkan bahwa tindakan advokasi WUC kepada
etnis Uyghur telah memberi jalan bagi penyelesaian konflik etnis Uyghur. WUC
banyak membantu menyuarakan konflik diskriminasi etnis Uyghur dan mulai
berhasil dalam melobi organisasi yang mempunyai power seperti PBB dan Uni
Eropa. Namun berbagai upaya yang dilakukan WUC belum sepenuhnya efektif
menghasilkan solusi dikarenakan kuatnya posisi Tiongkok di dunia internasional,
ditambah lagi dengan beberapa faktor lainnya seperti hambatan kedaulatan negara
fan kepemilikan hak veto Tiongkok di PBB. Selain itu WUC belum sepenuhnya
menjunjung prinsip kenetralan karena adanya kepentingan aktor-aktor dalam
WUC sendiri.

The Uyghur ethnic experienced discrimination from the China government.
Then there was a diaspora organization, namely the World Uyghur Congress
(WUC), which advocated for the discrimination experienced by the Uyghur
ethnic. This research aims to describe the advocacy of the World Uyghur
Congress (WUC) in response to the China Government's policies towards the
Uyghur in 2014-2022. This research uses the concept of INGO (International
Non-Government Organization) and Human Rights. The results of the research
show that WUC's advocacy actions related to the China government's policies
towards the Uyghur in the period 2014-2022 have paved the way for resolving the
humanitarian conflict between the Uyghur and the China government in the
international world. WUC has also begun to succeed in lobbying organizations
that have power such as the UN and the European Union. However, the various
efforts made by WUC have not been fully effective in producing solutions to the
conflict. This is due to China's strong position in the international world and the
personal interest of certain people in WUC itself.
