Penelitian ini bertujuan untuk  mendeskripsikan tradisi chhaupadi sebagai kekerasan berbasis gender dan  mengidentifikasi bagaimana internalisasi norma kesetaraan gender CEDAW oleh  Nepal dalam upaya penghapusan tradisi chhaupadi, 2017–2021.  Teori dan konsep yang digunakan dalam penelitian ini adalah teori siklus  hidup norma oleh Finnemore & Sikkink dan konsep kekerasan berbasis gender.  Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang  didukung oleh data sekunder. Teknik pengumpulan data penelitian ini melalui studi  dokumentasi dengan teknik analisis data yang digunakan secara induktif meliputi  tiga tahap yaitu kondensasi data, penyajian data, dan proses penarikan kesimpulan.  Hasil penelitian ini menunjukkan bahwa tradisi chhaupadi merupakan  bentuk kekerasan berbasis gender. Diperlukan upaya dalam menghapus tradisi  chhaupadi melalui internalisasi norma kesetaraan gender. Pemerintah Nepal  menerima CEDAW sehingga berperan pada tipping point tahap norm emergence  dengan motif empati, altruisme, dan komitmen ideasional. Pada tahap norm  cascade, Menteri Hukum dan Kehakiman Nepal meratifikasi CEDAW dan  menyebarluaskan CEDAW melalui sosialisasi dan institusionalisasi. Terakhir, di  tahap internalisasi, Nepal mengadopsi pasal yang terkandung dalam CEDAW dan  menghasilkan kebijakan kriminalisasi tradisi chhaupadi. Setelah tradisi chhaupadi  dikriminalisasikan, dalam perkembangannya kebijakan tersebut belum mampu  mengubah kebiasaan masyarakat untuk berhenti menerapkan tradisi chhaupadi,  sehingga dapat dikatakan pemerintah Nepal gagal menginternalisasi kebijakan  kriminalisasi chhaupadi ke dalam masyarakat.  Kata Kunci: Internalisasi Norma, Norma Kesetaraan Gender, CEDAW, Tradisi  Chhaupadi, Nepal  The chhaupadi tradition that applies to women in Nepal in practice has a negative  impact on women. As a country that accepted gender equality norms through the  ratification of CEDAW, Nepal can adopt the articles of CEDAW as a guide in  issuing domestic policies to eradicate chhaupadi tradition. This research aims to  describe the chhaupadi tradition as gender-based violence and identify how Nepal  has internalized CEDAW gender equality norms in efforts to eradicate the  chhaupadi tradition, 2017–2021. The theories and concepts used in this research    are the norm life cycle theory by Finnemore & Sikkink and the concept of gender-  based violence. This research uses a qualitative approach with descriptive methods    supported by secondary data. The data collection technique for this research is  through documentation studies with data analysis techniques used inductively,  including three stages, namely data condensation, data presentation, and the process  of drawing conclusions. The results of this research indicate that chhaupadi  tradition is a form of gender-based violence. Efforts are needed to eradicate the  chhaupadi tradition through internalizing gender equality norms. The Nepalese  government accepted CEDAW so that it played a role at the tipping point of the  norm emergence stage with motives of empathy, altruism and ideational  commitment. At the norm cascade stage, the Minister of Law and Justice of Nepal  ratified CEDAW and disseminated CEDAW through socialization and  institutionalization. Finally, in the internalization stage, Nepal adopted the articles  contained in CEDAW and produced a policy of criminalizing the chhaupadi  tradition. After the chhaupadi tradition was criminalized, in its development this  policy has not been able to change people's habits to stop implementing the  chhaupadi tradition, so it can be said that the Nepalese government has failed to  internalize the chhaupadi criminalization policy into society.
