description: Pada tahun 2007, penerbangan sipil di Indonesia mengalami keterpurukan. Angka kecelakaan penerbangan yang tinggi menjadi satu penyebab audit ICAO Indonesia dibawah rata-rata global. Hasil audit ICAO digunakan sejumlah negara untuk mempertimbangkan keamanan penerbangan milik negara lain, salah satunya Komisi Eropa. Komisi Eropa berupaya meminta konfirmasi dan diskusi lebih jauh, Pemerintah Indonesia mengabaikannya. Hal ini berimbas pada ditetapkan larangan terbang seluruh maskapai Indonesia ke Wilayah Uni Eropa. Tentunya berdampak pada pariwisata dan ekspor-impor sebagai perekonomian negara.  Penelitian menggunakan analisis pada konsep diplomasi penerbangan yang berfokus pada tiga kerangka, yaitu penerbangan sebagai alat kebijakan negara, penerbangan sebagai pembentuk citra negara, dan subjek penerbangan terlibat dalam aktivitas diplomatik. Metodologi menggunakan kualitatif melalui analisis deskriptif untuk mendeskripsikan upaya diplomasi yang dilakukan Indonesia dengan Komisi Uni Eropa. Fokus penelitian adalah implementasi diplomasi yang dilakukan Indonesia dalam medio 2008–2018. Melalui teknik studi literatur serta berbagai sumber data terutama laman resmi DJU, ICAO, Komisi UE, dan sumber terkait lainnya. Data dianalisis dengan teknik reduksi sertan triangulasi data.  Hasil penelitian menunjukkan, implementasi diplomasi Indonesia melalui tiga pelaksanaan, Pemerintah Indonesia membangun horizontal agreement dengan negara-negara anggota UE, Maskapai Garuda Indonesia menginisiasi codeshare dengan maskapai negara-negara UE, serta Pemerintah Indonesia bekerja sama dengan ICAO. Hasil dari diplomasi tersebut, yakni audit Indonesia berhasil melampaui rata-rata global. Selain itu, pencabutan larangan terbang maskapai Indonesia secara bertahap, yaitu tahun 2009, 2010, 2011, 2016, dan pembebasan larangan terbang seluruh maskapai dilakukan secara resmi di tahun 2018.  	  Kata kunci : larangan terbang, diplomasi, Komisi Uni Eropa, Indonesia, ICAO    In 2007, civil aviation in Indonesia experienced a downturn. The high number of flight accidents was one of the reasons why Indonesia's ICAO audit was below the global average. The results of the ICAO audit were used by several countries to consider the safety of flights belonging to other countries, one of which was the European Commission. The European Commission attempted to request further confirmation and discussion, but the Indonesian Government ignored it. This resulted in the ban on all Indonesian airlines flying to the European Union Region. Of course, it has an impact on tourism and exports-imports as the country's economy. The study uses analysis on the concept of aviation diplomacy which focuses on three frameworks, namely aviation as a tool of state policy, aviation as a shaper of the country's image, and aviation subjects involved in diplomatic activities. The methodology uses qualitative through descriptive analysis to describe the diplomatic efforts carried out by Indonesia with the European Union Commission. The focus of the study is the implementation of diplomacy carried out by Indonesia in the mid-2008–2018. Through literature study techniques and various data sources, especially the official pages of the DJU, ICAO, the EU Commission, and other related sources. Data were analyzed using data reduction and triangulation techniques. The results of the study show that the implementation of Indonesian diplomacy through three implementations, the Indonesian Government built a horizontal agreement with EU member countries, Garuda Indonesia Airlines initiated code-sharing with EU airlines, and the Indonesian Government collaborated with ICAO. The results of this diplomacy, namely the Indonesian audit successfully exceeded the global average. In addition, the lifting of the flight ban on Indonesian airlines was gradual, namely in 2009, 2010, 2011, 2016, and the release of the flight ban on all airlines was officially carried out in 2018.
