abstract: Anak sebagai generasi muda penerus keluarga dan bangsa nya yang apabila
anak menjadi korban kasus persetubuhan akan merasakan berdampak rusaknya
secara psikologis, sosial, hingga ekonomi. Yang juga berdampak signifikan
bagi keluarga dan lingkungan sekitarnya. Untuk memberikan perlindungan dan
penanganan terhadap perempuan dan anak korban tindak kekerasan,
pemerintahan membentuk UPTD PPA di setiap daerah termasuk Provinsi
Lampung. Tujuan penelitian ini adalah untuk mengetahui “efektivitas
penanganan kasus persetubuhan anak di bawah umur (Studi pada Unit
Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak Provinsi
Lampung)”, serta mengetahui hasil dari penanganan yang sudah sesuai dengan
standar operasional UPTD PPA Provinsi Lampung tersebut. Dengan
menggunakan metode kualitatif yang bertujuan untuk mengetahui realisasi
penanganan yang diberikn oleh UPTD PPA terhadap korban sudah sesuai
dengan SOP yang ada. pemilihan informan dalam penelitian ini menggunakan
teknik Purposive Sampling, yang terdiri dari staf dan tim profesi UPTD PPA
Provinsi Lampung, korban serta keluarga korban. Adapun teknik analisis data
dalam penelitian ini menggunakan teknik reduksi data, penyajian data, dan
penarikan kesimpulan. Hasil penelitian menunjukkan berdasarkan berfokus
ukuran efektivitas dari Pencapaian Tujuan, Integrasi, serta Adaptasi yang
menunjukkan penanganan sudah efektif sesuai dengan Standar Oprasional.

Children are the young generation who are the successors of their family and nation.
If a child becomes a victim of sexual intercourse, it will feel the impact of
psychological, social and economic damage. Which also has a significant impact
on the family and the surrounding environment. To provide protection and
treatment for women and children victims of violence, the government established
UPTD PPA in every region, including Lampung Province. The aim of this research
is to determine "the effectiveness of handling cases of sexual intercourse with
minors (Study at the Regional Technical Implementation Unit for the Protection of
Women and Children in Lampung Province)", as well as to find out the results of
handling that is in accordance with the operational standards of the Lampung
Province UPTD PPA. By using a qualitative method which aims to determine the
realization that the treatment provided by the UPTD PPA to victims is in accordance
with the existing SOP. The selection of informants in this research used a purposive
sampling technique, consisting of staff and the UPTD PPA professional team of
Lampung Province, victims and the victims' families. The data analysis techniques
in this research use data reduction techniques, data presentation, and drawing
conclusions. The research results show that based on the focus on effectiveness
measures of Goal Achievement, Integration and Adaptation, it shows that handling
has been effective in accordance with Operational Standards.
