TY - GEN CY - UNIVERSITAS LAMPUNG ID - eprints84541 UR - http://digilib.unila.ac.id/84541/ A1 - Gilang, Aditia Fajar Y1 - 2024/03/18/ N2 - Komisi Pemilihan Umum Provinsi Lampung mempersiapkan daerah pemilihan dan alokasi kursi untuk pemilihan umum 2024 dengan menyusun dua rancangan, yaitu alokasi kursi sebanyak 75 kursi yang sebelumnya sebanyak 85 kursi dan perubahan Kota Metro menjadi daerah pemilihan Lampung VIII sebelumnya daerah pemilihan Lampung III. Kedua rancangan tersebut tidak memenuhi prinsip integritas wilayah dan prinsip kesinambungan. Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan penetapan daerah pemilihan dan alokasi kursi Dewan Perwakilan Rakyat Daerah Provinsi Lampung. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Informan dipilih melalui teknik purposive sampling. Teknik pengumpulan data dengan wawancara mendalam dan dokumentasi. Data yang dikumpulkan dianalisis dengan prinsip- prinsip penataan dapil dan alokasi kursi yang dikemukakan Lisa Handley dan Pasal 185 Undang-undang No 7 Tahun 2017 tentang Pemilu. Hasil penelitian menunjukkan penerapan prinsip district magnitude dalam penetapan daerah pemilihan dan alokasi kursi sudah sesuai dengan prinsip-prinsip. Prinsip Ketidakberpihakan dengan eksisting dan menyiapkan rancangan dapil lalu uji publik. Prinsip Persamaan melalui pelaksanaan opovov, namun jumlah dapil perlu dievaluasi agar terpenuhi proposionalitas. Prinsip Keterwakilan dengan mempertimbangkan aspek sejarah, sosial budaya, adat istiadat, keberagaman kelompok, melalukan FGD dengan akademisi, tokoh masyarakat, media, pemerintah, dan partai politik. Prinsip tidak diskriminatif dengan tidak membeda ras, warna kulit, bahasa, agama, dan status. Prinsip Transparan dengan melibatkan stakeholder, menerapkan Si Dapil, serta mensosialisasikan kegiatan melalui website. Komisi Pemilihan Umum Provinsi Lampung diharapkan terus menjaga pelaksanaan proses penataan daerah pemilihan agar sesuai dengan prinsip district magnitude. Kata kunci: Penetapan Dapil, Prinsip District Magnitude, KPU Provinsi Lampung The Lampung Provincial General Election Commission is preparing electoral districts and seat allocations for the 2024 general election by drafting two drafts, namely the allocation of 75 seats which was previously 85 seats and the change of Metro City to Lampung VIII electoral district previously Lampung III electoral district. However, both plans failed to adhere to the principles of territorial integrity and continuity. This study aims to describe the determination of electoral districts and the allocation of seats in the regional people's representative of Lampung Province. This research uses a descriptive method with a qualitative approach. Informants were selected through purposive sampling technique. Data collection techniques were in-depth interviews and documentation. The data collected is analyzed with the principles of electoral district structuring and seat allocation proposed by Lisa Handley and Article 185 of Law No. 7/2017 on Elections. The results show that the application of the district magnitude principle in determining electoral districts and seat allocations is in accordance with the principles. The principle of Impartiality is demonstrated by existing and preparing the electoral district design, followed by public testing. The principle of Equality is upheld through the implementation of opovov, but the number of electoral districts needs evaluation to ensure proportionality. The Representativeness principle is upheld by considering aspects of history, socio-culture, customs, and group diversity, and by conducting FGDs with academics, community leaders, media, government, and political parties. The Non-discrimination principle is followed by not discriminating against race, color, language, religion, or status. The Transparency principle is maintained by involving stakeholders, implementing Si Dapil, and socializing activities through the website. The Lampung Provincial General Election Commission is expected to continue to maintain the implementation of the electoral district structuring process so that it is in accordance bassed on district magnitude principle.
