Namun, penanganan disabilitas oleh pemerintah masih terbatas, menghambat partisipasi penyandang disabilitas dalam berbagai aspek kehidupan. Peraturan Daerah Provinsi Lampung Nomor 10 Tahun 2013 menegaskan hak penyandang disabilitas untuk memperoleh pekerjaan sesuai kemampuan dan kualifikasi. Meskipun ada kebijakan pemenuhan hak 1%, berbagai permasalahan masih menghalangi pencapaian target. Penelitian ini menggunakan metode kualitatif deskriptif dengan analisis berdasarkan teori Van Meter dan Van Horn (1957), serta pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun terdapat upaya seperti sosialisasi dan pelatihan, pemahaman stakeholder mengenai kewajiban mempekerjakan penyandang disabilitas masih kurang, menyebabkan hambatan dalam implementasi kebijakan. Penelitian ini merekomendasikan peningkatan koordinasi antar organisasi dan edukasi bagi stakeholder untuk mendukung pemenuhan hak penyandang disabilitas secara optimal. Kata kunci: Kebijakan publik, implementasi kebijakan, penyandang disabilitas ABSTRACT Individuals with disabilities in Indonesia hold equal status, rights, and responsibilities as non-disabled citizens. However, governmental handling of disability issues remains limited, hindering the participation of disabled individuals in various aspects of life. Regional Regulation No. 10 of 2013 from Lampung Province asserts the right of individuals with disabilities to obtain employment according to their abilities and qualifications. Despite the policy of fulfilling the 1% employment quota for disabled individuals, several challenges hinder the achievement of this target. This study employs a qualitative descriptive method, analyzing the implementation of the 1% employment policy using the Van Meter and Van Horn (1957) theory, with data collected through observation, interviews, and documentation. The findings indicate that while efforts such as socialization and training for disabled individuals exist, stakeholder understanding of their obligations to employ disabled individuals remains inadequate, resulting in barriers to effective policy implementation. This study recommends enhancing coordination among organizations and providing education for stakeholders to optimally support the rights of individuals with disabilities.
